‘Loop Puncher’ charged with two more random attacks on women, CPD says

A man accused of being one of the “Loop Punchers” faces new charges for assaulting two more victims

William Livingston, 32, who is already in custody awaiting trial for allegedly attacking a woman in the Loop on August 19, has been linked to two additional random attacks on June 12. Chicago police have charged him with two counts of aggravated battery in a public place for these incidents.

The attacks took place in the 2700 block of North Clark Street, where a 40-year-old woman and a 29-year-old woman were targeted. Livingston is expected to appear in court for the new charges at the Leighton Criminal Courthouse on Thursday afternoon.

On August 19, Kathleen Miles of Lake Villa and a friend were walking in the 200 block of West Washington Street when Livingston allegedly punched Miles in the face, causing serious injuries including facial fractures and a severe concussion. The incident was captured on video and later released to the public.

Livingston has a history of similar assaults dating back to at least 2017. In the past, he has been accused of assaulting multiple women and police officers, with some incidents resulting in minimal consequences. The release of the video from August 19 has sparked public outrage over the handling of repeat violent offenders like Livingston.

The video footage shows Livingston walking behind the two women before suddenly striking Miles and knocking her unconscious. Witnesses rushed to help as Chicago Fire Department medics arrived on the scene. Police officers then took Livingston into custody.

Livingston’s pattern of random assaults has raised concerns about how such offenders are handled within the criminal justice system. Despite previous arrests and charges, he has managed to evade significant consequences and continue his violent behavior.
