PROVIDING FOR THE CLOSING OF EXECUTIVE DEPARTMENTS ANDAGENCIES OF THE FEDERAL GOVERNMENT ON DECEMBER 24, 2025, AND DECEMBER 26, 2025

In a proclamation rooted in the authority bestowed upon me by the Constitution and the laws of the United States, I hereby enact the following order:

Section 1. All executive branches and agencies of the Federal Government shall cease operations and their employees shall be excused from duty on Wednesday, December 24, 2025, and Friday, December 26, 2025, which are the days preceding and following Christmas Day, respectively.

Sec. 2. Department and agency heads retain the discretion to decide that specific offices and facilities may remain operational, and certain employees may be required to report for duty on December 24, 2025, or December 26, 2025, or both, due to considerations of national security, defense, or other pressing public needs.

Sec. 3. The dates of December 24, 2025, and December 26, 2025, shall be recognized as falling within the purview of Executive Order 11582, enacted on February 11, 1971, as well as 5 U.S.C. 5546 and 6103(b), along with other related statutes, particularly concerning the compensation and leave entitlements of United States employees.

Sec. 4. The Director of the Office of Personnel Management is tasked with taking all necessary actions to implement this directive.

Sec. 5. General Provisions. (a) This order should not be interpreted as diminishing or altering:

(i) the authority granted by law to any executive department or agency, or its leadership; or

(ii) the responsibilities of the Director of the Office of Management and Budget concerning budgetary, administrative, or legislative proposals.

(b) This order shall be executed in accordance with applicable laws and contingent upon the availability of funding.

(c) This order is not designed to, and does not, establish any rights or benefits—substantive or procedural—that can be enforced in a legal context by any individual against the United States, its departments, agencies, or entities, or against its officers, employees, or agents, or any other parties.

(d) The financial responsibility for the publication of this order shall rest with the Office of Personnel Management.
