A PROCLAMATION
1. On July 1, 2025, the Secretary of Commerce (the “Secretary”) submitted a report detailing the findings of an investigation into the impact of timber, lumber, and related products (collectively referred to as “wood products”) on the national security of the United States, as mandated by section 232 of the Trade Expansion Act of 1962, as amended, 19 U.S.C. 1862. The Secretary concluded that the volume and nature of wood product imports pose a potential threat to U.S. national security and recommended measures to mitigate this risk.
2. In Proclamation 10976, issued on September 29, 2025, I concurred with the Secretary’s assessment that imports of wood products are occurring in quantities and conditions that jeopardize national security. Consequently, I endorsed a strategic plan to modify these imports to safeguard the national interests of the United States.
3. Within Proclamation 10976, I tasked the United States Trade Representative (the “Trade Representative”) to engage in negotiations, in collaboration with the Secretary and other relevant officials, to formulate agreements that would alleviate the national security risks associated with imported wood products. Additionally, I established a 10 percent ad valorem tariff on certain softwood timber and lumber imports, and a 25 percent ad valorem tariff on certain upholstered wooden products, kitchen cabinets, and vanities. I further announced that beginning January 1, 2026, the tariff rates would increase to 30 percent for upholstered furniture and 50 percent for kitchen cabinets and vanities, unless an agreement is reached with countries addressing these national security concerns.
4. The Trade Representative has informed me of ongoing constructive negotiations with multiple nations aimed at resolving the national security issues related to wood product imports. Considering this progress, I have determined that it is both necessary and prudent to extend the existing negotiations and postpone the planned increases in tariffs on upholstered furniture, kitchen cabinets, and vanities for an additional year. I believe that this approach will enhance our negotiating position while maintaining the existing tariffs to manage wood product imports effectively.
5. Section 232 empowers the President to take necessary actions to regulate imports of products that threaten national security. This includes the authority to initiate and implement a comprehensive plan, which may involve negotiations with international trade partners and the imposition of tariffs to counteract such threats to national security.
NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States, including section 232 and section 301 of title 3, United States Code, do hereby proclaim as follows:
(1) Proclamation 10976 is amended to revise clause 5, which shall now read:
“(5) The duty rates specified in this proclamation shall be applicable to goods entered for consumption or withdrawn from warehouse for consumption starting at 12:01 a.m. eastern daylight time on October 14, 2025. Effective January 1, 2027, the duty rate in clause 2 will escalate to 30 percent, and the duty rate in clause 3 will increase to 50 percent, unless an agreement is reached with any country that resolves the national security concerns related to wood product imports. These tariffs are in addition to any other applicable duties, taxes, fees, or charges related to such imported wood products.”
(2) The Trade Representative, in collaboration with the Secretary and any other senior officials deemed necessary, is directed to pursue negotiations or continue ongoing negotiations aimed at addressing the national security concerns surrounding imported wood products from any nation. The Trade Representative shall provide me with updates on the status or outcomes of the negotiations described in Proclamation 10976 and this proclamation, with one of these updates expected approximately 180 days following Proclamation 10976.
(3) Any conflicting provisions from prior proclamations or Executive Orders are hereby superseded to the extent of such inconsistencies. Should any part of this proclamation or its application to any individual or circumstance be deemed invalid, the remaining provisions shall remain effective and applicable to other individuals or circumstances.
