Kevin Shafer, the executive director of the Milwaukee Metropolitan Sewerage District (MMSD), has been a pioneer in transforming the way we view wastewater. For over two decades, he has worked to show that every gallon of wastewater contains valuable resources that can be recovered and reused, rather than simply disposed of. Under his leadership, the MMSD has become a national model for sustainable infrastructure, with Veolia designating it as America’s first “eco factory.”

One of the key initiatives that Shafer has championed is the production of Milorganite, a fertilizer made from dried biosolids. This product not only helps to keep waste out of landfills but also generates $11 to $12 million annually for the city’s budget. This circular approach to wastewater management has been a part of Milwaukee’s culture since 1926 and continues to drive the district’s efforts today.

At the South Shore plant, the MMSD has eight digesters that generate 80 to 85% of the facility’s electricity from biosolids. This not only helps to power the plant but also provides enough material to continue producing Milorganite. Shafer describes this as “Cradle to Cradle” in action, highlighting the district’s commitment to sustainability and resource recovery.

In addition to producing energy from biosolids, the MMSD is also partnering with regional breweries and food processors to accept their organic waste streams for co-digestion. This collaborative approach not only reduces disposal costs for industry partners but also increases energy production, creating a win-win situation for all involved.

Looking towards the future, Shafer’s vision for 2035 includes achieving 100% renewable energy and a 90% reduction in carbon emissions compared to 2005. He believes that utilities should see themselves as anchor institutions with generational responsibilities, focusing on long-term sustainability rather than short-term gains. By taking a systems thinking approach and fostering a culture of innovation, Shafer hopes to scale the circular economy and inspire others to follow suit.
