Residents of Waimakariri may soon see stricter enforcement on issues such as abandoned vehicles, cars blocking driveways and footpaths, and parking on grass verges. The Waimakariri District Council has proposed a new parking and traffic bylaw, following a significant number of complaints over the last five years.

The council received 2304 complaints related to parking, resulting in nearly 4000 breaches of the previous parking bylaw. Complaints ranged from abandoned vehicles on roadsides to vehicles blocking driveways and footpaths, as well as parking violations near intersections and on grass verges.

The proposed bylaw aims to address these issues by expanding the scope of existing regulations to include traffic movement controls, clarify rules for parking in semi-rural areas, and ensure accessibility and safety in public spaces. The council is also reviewing other bylaws, such as stock movement, wastewater, and property maintenance regulations.

Mayor Dan Gordon expressed some reservations about the proposed bylaw and is eager to hear feedback from the public. Councillor Niki Mealings emphasized the importance of parking and traffic regulations to residents, noting the high volume of service requests in this area.

During a council meeting, Cr Tim Bartle raised concerns about scenarios like pulling over on a grass verge in a semi-rural area. Council environmental services manager Billy Charlton reassured that staff would use discretion in such cases and prioritize addressing more serious violations.

The proposed parking and traffic bylaw will be open for public consultation from February 6 to March 6, with a hearing to follow if necessary. Residents are encouraged to provide feedback on the proposed changes.
