The Moreno Valley Mall in Southern California was forced to partially shut down due to unresolved fire code violations that posed a risk to shoppers. Fire inspectors declared portions of the 1.1-million-square-foot mall unsafe, leading to the closure of most of the interior, including common areas and inline stores.

The mall’s owner, IGP Business Group, failed to correct serious safety hazards identified by authorities, leading to the red-tagging of the property. While most of the mall was ordered closed, three major anchors – Macy’s, JCPenney, and Harkins Theatres – were allowed to remain open as they operate in separately owned buildings with independent fire protection systems.

City officials stated that numerous health and safety violations were identified, with the potential for significant risks to tenants and customers in the event of a fire. The closure will remain in effect until the necessary repairs are made by the mall’s owner.

Inspectors found that the mall could not produce required inspection, testing, and maintenance records for critical life-safety systems, including sprinklers, fire alarms, smoke control systems, fire doors, and emergency lighting. Physical deficiencies such as blocked emergency exit routes, compromised fire doors, and electrical issues were also cited as hazards during an evacuation.

Councilmember Elena Baca-Santa Cruz revealed that there were hundreds of violations, with nine severe enough to prevent the mall from reopening. She emphasized that the issues had been raised prior to the red-tag order.

The shutdown comes after a 16-year-old boy was fatally shot outside the mall on New Year’s Eve, and incidents of teen mob fights in August 2023 led to a temporary shutdown. The city of Moreno Valley has struggled with persistent crime despite recent economic growth, with a crime index ranking it safer than just 17% of US cities.

While the violent crime rate in Moreno Valley is below the national median, ongoing public safety concerns persist due to the steady volume of offenses. The closure of the mall serves as a reminder of the importance of maintaining safety standards to protect both tenants and customers.
