Lauren Phillips, a Bronx resident and mother of two, recently set up a plug-and-play solar panel on her balcony, provided by the nonprofit Bright Saver. This 220-watt installation is estimated to produce 15-20% of the electricity her family uses, saving her about $100 per year.

Phillips is among the few Americans installing DIY solar panels without utility permission, tapping into a regulatory gray area. While Utah has passed a law allowing residents to plug in these devices, other states like New York are considering similar legislation. As utility bills continue to rise, lawmakers see portable solar panels as a way to make electricity more affordable for residents.

In New York, Democratic Assemblymember Emily Gallagher introduced a bill to pave the way for small-scale solar panels. An 800-watt unit costing $1,099 could power a fridge or small appliances, potentially saving households up to $279 per year on average. The popularity of plug-in solar panels is already booming in Europe, with millions of households in Germany installing these systems.

However, in the U.S., outside of Utah, plug-in solar technology is stuck in regulatory limbo. Utilities often require users to sign interconnection agreements, which can involve fees and delays. Utah has done away with this requirement, as long as the solar device is certified safe to use by a nationally recognized testing laboratory. Other states are considering similar measures to streamline the process for residents.

UL Solutions launched an initial testing protocol in January to certify the safety of plug-in solar devices, with plans to refine the process in the coming months. Bright Saver co-founder Cora Stryker noted the growing momentum for these devices, with legislators introducing bills to support plug-in solar panels independently in several states. Missouri state Rep. Mark Matthiesen, a Republican, sponsored a DIY solar bill in December, reflecting the bipartisan support for this innovative technology. Electricity rates are on the rise in many states, and families are feeling the pinch in their wallets. However, there is a solution that could help alleviate some of the financial burden – rooftop solar panel systems. According to experts, families who invest in a solar system could save anywhere from $30 to $40 per month on their electricity bills. In fact, they could break even on their investment in as little as 25 months.

One state representative, Matthiesen, who installed rooftop solar panels in 2024, is a strong advocate for this technology. He believes that investing in solar energy is a smart financial decision that not only saves money but also benefits the environment. Matthiesen emphasizes that once the initial investment is paid off, the savings continue to add up, putting money back in the homeowner’s pocket.

The idea of plug-in solar systems has gained traction in various states, with legislators and advocates pushing for policies that make it easier for families to access this technology. Some states, like South Carolina, have introduced balcony solar bills that aim to make it simpler for homeowners to install solar panels on their balconies or rooftops. However, there are still challenges to overcome, as some utilities have raised concerns about safety risks and grid capacity issues.

Advocates argue that these concerns are unfounded, as plug-in systems are typically small and produce just enough energy to power a home’s appliances. Very little, if any, excess energy is fed back to the grid, reducing the risk of overwhelming the system. Despite these challenges, several states are making progress in passing balcony solar bills, with New Hampshire, Vermont, New Jersey, and Illinois leading the way.

For individuals like Phillips, who have experienced firsthand the health impacts of pollution, rooftop solar panels offer a dual benefit. Not only do they provide cost savings on electricity bills, but they also contribute to a cleaner and healthier environment. Phillips envisions a future where solar panels are a common sight on balconies across the country, and she believes that passing portable solar bills is the key to making this vision a reality.
