In recognition of National Foster Care Month, the Office of the First Lady spotlighted the following accomplishments related to the Fostering the Future Executive Order:
Establishing the Fostering the Future Fund: Melania Trump initiated the Fostering the Future Fund, ensuring that up to $32 million in federal resources for foster and adoption services are effectively utilized. This fund, part of President Trump’s Fiscal Year 2027 Budget, reallocates unused funds to support youth transitioning out of foster care through the Chafee Foster Care Program.
Creating a New Fostering the Future Digital Platform: A new online platform, FosteringTheFuture.Gov, was launched by the Department of Health and Human Services Administration for Children and Families (HHS/ACF). This platform connects transitioning youth with essential resources for education, housing, and career development. Its creation was informed by direct feedback from youth with lived experiences and state child welfare directors.
Investing in the Melania Trump Foster Youth to Independence Program: Under the Consolidated Appropriations Act of 2026, $30 million was allocated for foster youth housing. Renamed in honor of Melania Trump, the program has supported over 1,400 housing vouchers nationwide since January 20, 2025. The Fiscal Year 2027 Budget aims to continue this support.
Championing New Foster Care Legislation: Melania Trump advocated for new foster care legislation by participating in a bipartisan roundtable with the House Ways and Means Committee on April 15, 2026. This initiative advanced reforms to the Chafee Foster Care Program, focusing on expanding education and training support and improving workforce development opportunities. The committee approved six pieces of legislation on April 29, 2026.
Protecting Social Security Benefits Earned for Foster Youth: On December 11, 2025, the Trump Administration urged states to stop diverting Social Security survivor benefits meant for foster youth. In response, nine states joined others in ending this practice, ensuring benefits reach the intended recipients.
Expanding Access to Family Care in 19 States Through Fostering the Future-Aligned Partnerships: The administration worked with states, child welfare leaders, and experts to create more stable homes for children, emphasizing family unity. This effort, A Home for Every Child, has led 19 states and jurisdictions to strengthen their systems and expand capacity, recognizing Melania Trump’s leadership in the process.
Enhancing Benefits to Support Foster and Adoptive Families: The Office of Personnel Management (OPM) and HHS/ACF issued new guidance on paid parental leave for federal employees who foster or adopt, improving benefit flexibility. The White House set an example with an internal announcement earlier this month.
Leveraging Faith Partners to Help Youth Access More Housing Options: The Department of Housing and Urban Development (HUD) issued a call to action on May 11, 2026, encouraging faith-based organizations to assist in providing housing for youth transitioning out of foster care.
Launching a Child Welfare Technology Incubator: HHS/ACF introduced a Child Welfare Technology Incubator to modernize state foster care systems, incorporating advanced tools like artificial intelligence and predictive analytics to enhance outcomes for children and families.
Increasing Transparency Through a New Data Dashboard: On January 26, 2026, HHS/ACF unveiled a public Child and Family Services Review Data Profile Dashboard. This tool enables state-by-state comparisons of child safety and permanency outcomes, enhancing transparency and accountability in foster care systems nationwide.
Since the Executive Order was enacted on November 13, 2025, several federal departments have collaborated closely with the Office of the First Lady, guided by the voices of those with lived experiences, to create more success pathways for youth leaving foster care.
