Shuwanza Goff, a former official in the Biden administration, is set to join Paramount Skydance as Vice President of U.S. Government Affairs. Her appointment comes as Paramount navigates a significant merger with Warner Bros. Discovery.
Based in Washington, D.C., Goff will assume the role of lead Democrat government affairs official, as outlined in a memo distributed to staff on Tuesday by Paramount’s chief legal officer, Makan Delrahim.
Delrahim expressed his enthusiasm about Goff’s arrival, writing, “I am excited to have Shuwanza — or ‘Shu’ as she is known to her friends and colleagues — join us at Paramount where I know she will be instrumental in deepening our engagement at all levels of government.”
Goff will officially start on July 6 and will report to Ted Lehman, Senior Vice President and Head of U.S. Public Policy and Government Affairs, who joined Paramount earlier this year. Lehman praised Goff in a statement, saying, “I know how rare it is to find someone who is deeply respected and highly effective across both parties. Shuwanza is exactly that — a trusted, known quantity in Washington and an exceptional colleague.”
In her new role, Goff will be responsible for shaping Paramount’s public policy and government affairs strategy. Her work will involve engaging with federal and state policymakers as well as industry partners. Before this appointment, she was a partner and chief strategy officer at the lobbying firm Empire Consulting Group.
Goff’s experience includes serving as the director of the White House Office of Legislative Affairs from 2023 to 2025 during the Biden administration. In this capacity, she advanced the White House’s policy agenda and maintained key bipartisan relationships on Capitol Hill. She had previously served in a deputy role.
Prior to her White House tenure, Goff spent over a decade in House leadership, notably as floor director for Majority Leader Steny Hoyer (D-Maryland). Her responsibilities covered all aspects of the House legislative agenda, operations, and procedural strategy.
Originally from Virginia, Goff graduated from the University of Tennessee and American University.
