President Donald J. Trump Announces the Working Families Obamacare Refunds – The White House

RETURNING BIDEN OVERCHARGES TO WORKING FAMILIES: President Donald J. Trump announced a plan to return hundreds of millions in overcharges from Obamacare, collected during the Biden Administration, to the American public. Nearly 1 million Americans across 30 states will receive refunds of $500 per person. This initiative aims to compensate those most affected by the increased costs resulting from what is described as the Biden Administration’s mismanagement of Obamacare.

  • The Biden Administration imposed additional costs on Americans through Obamacare plan exchange “user fees,” which were transferred to consumers as higher premiums. These fees funded the federal Obamacare exchange operations far beyond what was necessary.
  • This resulted in a significant surplus of funds not used to benefit the premium-paying Americans.
  • President Trump plans to refund these surplus fees to Americans who do not receive premium assistance under the Unaffordable Care Act and, therefore, paid the full cost of Biden’s premium tax. This affects the 30 states utilizing the federal exchange for their Obamacare markets.

    • The states involved are Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Hawaii, Indiana, Iowa, Kansas, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin, and Wyoming.

  • As a result of President Trump’s actions, nearly 1 million Americans will receive $500 refund checks. Eligible Americans will start receiving these checks in October 2026.

LOWERING HEALTHCARE COSTS AND GIVING MONEY TO THE PEOPLE, NOT INSURANCE COMPANIES: President Trump is fulfilling his promise to lower healthcare costs for American patients by prioritizing them over big health insurance companies, drug manufacturers, and other corporate entities that have historically driven up healthcare costs in Washington.

  • The Trump Administration is actively addressing fraud and corruption, reducing healthcare costs for Americans, and prioritizing the American people over big health insurance companies following the Biden Administration’s mismanagement of Obamacare, which led to significant fraud, higher costs for Americans, and substantial profits for insurance companies.
  • The Trump Administration has implemented robust measures to maintain the integrity of the exchanges. This includes the issuance of the Marketplace Integrity and Affordability Rule, closing loopholes used by brokers for fraudulent enrollments, and signing the Working Families Tax Cuts Act, which permanently establishes eligibility checks for government-funded subsidies.
  • In February 2025, President Trump signed an Executive Order to provide patients with clear, accurate, and actionable healthcare pricing information. Since then, the Centers for Medicare & Medicaid Services has increased enforcement against hospitals non-compliant with price transparency rules, finalized improvements to these rules for hospitals, and proposed significant enhancements for insurance companies.

  • President Trump urges Congress to pass the Great Healthcare Plan to lower drug prices, reduce insurance premiums, hold large insurance companies accountable, and maximize price transparency.
  • President Trump remains committed to prioritizing Americans over large insurance company profits by ensuring that Obamacare funds, as much as possible, benefit Americans directly: “The government is going to pay the money directly to you… the big insurance companies lose and the people of our country win.”
