In January 2004, David Henderson wrote an article titled “The Reluctant Activist, or Not Only Can You Fight City Hall, You Can Actually Win.” The article detailed his experience fighting against a proposed tax increase in Monterey County, California.

The tax increase, from 7.25% to 7.75%, was intended to fund Natividad hospital, a government-run institution known for mismanagement. Henderson, a staunch advocate for minimal taxes, was initially hesitant to get involved in the fight against the tax increase. However, he felt compelled to take action to protect the interests of taxpayers in his community.

Despite limited resources and time constraints, Henderson and his allies launched a campaign to oppose the tax increase. They faced off against a well-funded pro-tax group that utilized scare tactics and aggressive advertising to sway public opinion. The anti-tax group had to strategize how to effectively utilize their $4,000 budget and voluntary contributions to counter the pro-tax campaign’s $450,000 war chest.

Throughout the campaign, Henderson and his colleagues faced challenges such as sign theft and aggressive tactics from their opponents. Despite these obstacles, they persevered and tirelessly worked to make their case to the community. Henderson’s efforts did not go unnoticed, as he received overwhelming support from his colleagues at the Naval Postgraduate School and members of the community.

After the votes were counted, the anti-tax group emerged victorious, with the tax increase being narrowly defeated. Henderson’s involvement in the campaign not only helped protect taxpayers from an unjustified tax hike but also earned him respect and recognition as a community leader.
