President’s Executive Order on Combating Anti-Semitism: A Renewed Effort to Protect Jewish Students

In a bid to combat anti-Semitism in the United States and worldwide, President Biden has issued a new Executive Order aimed at protecting Jewish students from discrimination and violence. This order builds upon the foundation laid by Executive Order 13899, which was issued in December 2019 to address the rise of anti-Semitic harassment in schools and on college campuses.

The recent Hamas terrorist attacks on Israel in October 2023 have led to a surge in anti-Semitic incidents, particularly targeting Jewish students. These attacks have resulted in discrimination, vandalism, and violence against the Jewish community, especially in educational institutions. In response to these alarming developments, President Biden’s Executive Order reaffirms the commitment to combating anti-Semitism and introduces additional measures to ensure the safety and well-being of Jewish students.

The new Executive Order outlines the following key provisions:

Purpose: The primary objective of the Executive Order is to vigorously combat anti-Semitism using all available legal tools to prosecute individuals engaged in unlawful harassment and violence against Jewish students.

Policy: The policy of the United States is to take decisive action against anti-Semitism and hold perpetrators accountable for their actions.

Additional Measures to Combat Campus Anti-Semitism: Within 60 days, each executive department or agency must submit a report identifying civil and criminal authorities that can be utilized to address anti-Semitism on campuses. The Attorney General is encouraged to employ civil rights enforcement authorities to combat anti-Semitism. The Secretary of Education will analyze Title VI complaints related to anti-Semitism in educational settings.

General Provisions: The Executive Order does not impede the authority of executive departments or agencies, the functions of the Office of Management and Budget, or create any new rights or benefits enforceable by law.

By implementing these measures, the Biden administration aims to address the alarming increase in anti-Semitic incidents targeting Jewish students in the wake of recent terrorist attacks. The Executive Order underscores the government’s commitment to upholding the civil rights of all individuals, irrespective of their religious beliefs, and sends a strong message that anti-Semitism will not be tolerated in the United States.

As we move forward, it is crucial for institutions of higher education to be vigilant in monitoring and reporting any instances of anti-Semitism on their campuses. By working together and taking proactive measures, we can create a safe and inclusive environment for all students, regardless of their background or faith.
