Enhancing U.S. Primary Aluminum Manufacturing: President Donald J. Trump today signed a Proclamation under Section 232 of the Trade Expansion Act of 1962. This move aims to counter the national security risks associated with aluminum imports and stimulate investment in the U.S. aluminum industry.

  • This Proclamation mandates the Secretary of Commerce to create an incentive program for firms investing in the construction, expansion, or refurbishment of aluminum smelters in the United States.
    • Companies that submit onshoring plans, if approved, can import primary aluminum into the U.S. at a reduced tariff rate, set at half of the standard Section 232 rate.

    • The Secretary will oversee and enforce all sanctioned onshoring plans. Should a company fail to meet its commitments, the tariff benefits may be revoked, potentially with retroactive effect.

Boosting Economic and National Security: President Trump has utilized tariffs on aluminum imports to safeguard U.S. national security and its defense-related industrial base.

  • Aluminum is crucial for producing U.S. military equipment, including armored vehicles, naval vessels, spacecraft, and missiles, along with other strategic products.
  • These products rely on high-strength advanced aluminum alloys, which require primary aluminum.
  • As U.S. demand for primary aluminum surpasses the production capacity of its smelting facilities, the Proclamation encourages increasing domestic production of primary aluminum.

Securing Critical Industries: President Trump has consistently emphasized rebuilding essential sectors of the U.S. industrial base to bolster national security and economic strength.

  • During his first term, Trump used Section 232 to counteract global trade policies that weakened U.S. steel and aluminum industries, threatening national security.
  • Since returning to office, Trump has continued implementing measures under Section 232 to protect and reinforce domestic manufacturing crucial to U.S. national and economic security. This includes imposing and fortifying tariffs on essential goods like steel, aluminum, copper, trucks, automobiles, timber, lumber, and pharmaceuticals.
  • Through negotiations with international trading partners and strategic tariff applications, Trump has secured substantial private and foreign investments to rejuvenate U.S. jobs and manufacturing, while diversifying global supply chains and reducing reliance on adversarial nations.
