President’s Executive Order on Reforming the Federal Workforce

On February 11, 2025, the President signed an Executive Order aimed at transforming the Federal bureaucracy to restore accountability and efficiency to the American public. This critical transformation seeks to eliminate waste, bloat, and insularity within the Federal Government, empowering American families, workers, taxpayers, and the Government itself.

Agency Heads are tasked with developing data-driven hiring plans in consultation with the DOGE Team Leads to ensure that new career appointments are made in the highest-need areas.

Furthermore, the Executive Order calls for large-scale reductions in force (RIFs) to be initiated promptly, with a focus on offices that perform functions not mandated by statute or law. This includes prioritizing the elimination of agency diversity, equity, and inclusion initiatives, suspended or closed agency initiatives, and non-essential components and employees during a lapse in appropriations.

The Director of the Office of Personnel Management (OPM) is directed to initiate a rulemaking process to revise suitability criteria for Federal employment, including additional criteria related to compliance with legal obligations, citizenship requirements, nondisclosure obligations, and misuse of Government resources. Agency Heads are also required to submit reports on potential agency reorganization and consolidation within 30 days of the order.

Exclusions to the Executive Order include military personnel, positions deemed necessary for national security, homeland security, or public safety responsibilities, and exemptions granted by the Director of OPM to promote workforce reduction. The order emphasizes that it should be implemented consistent with applicable law and subject to the availability of appropriations.
