One Voice for America’s Foreign Relations – The White House

As the President of the United States, I hereby order the following directives to ensure the effective implementation of our foreign policy agenda:

Section 1: Purpose
Article II of the United States Constitution entrusts the President with the power to conduct foreign policy. The Secretary of State and their subordinates play a crucial role in safeguarding the interests of the United States both domestically and internationally. It is imperative to maintain a dedicated workforce to effectively execute the President’s foreign policy.

Sec. 2: Policy
All officers and employees tasked with implementing the foreign policy of the United States must do so under the direction and authority of the President. Failure to adhere to the President’s policy may result in professional discipline, including separation. Executive departments and agencies must establish procedures to ensure officers and employees faithfully implement the President’s policies.

Sec. 3: Definitions
– Department, Foreign Service, Service, and Secretary refer to their definitions in section 3902 of title 22, United States Code.
– Members of the Foreign Service have the same meaning as members of the Service under section 3903 of title 22, United States Code.
– Civil Service employee pertains to a Department employee holding U.S. citizenship, excluding Foreign Service members.
– Other staff includes locally employed staff, agents, and special Government employees under the Foreign Service Act of 1980 and title 18, United States Code.

Sec. 4: Election of Procedures
When addressing performance or conduct issues, the Secretary shall take appropriate action under their authority or refer the matter to the President for consideration, at the Secretary’s discretion.

Sec. 5: Foreign Service Reform
The Secretary is tasked with reforming the Foreign Service and the administration of foreign relations to align with the President’s foreign policy. This includes implementing reforms in recruitment, performance evaluation, and retention standards to ensure a workforce dedicated to the President’s agenda.

Sec. 6: General Provisions
– This order does not affect the authority of executive departments or agencies, the Director of the Office of Management and Budget, or existing laws.
– Implementation is subject to applicable laws and appropriations.
– This order does not create enforceable rights against the United States or its entities.

These directives aim to strengthen the implementation of the President’s foreign policy agenda and uphold the United States’ interests on the global stage.
