Women’s sports advocates faced a setback on Monday night as Democratic senators unanimously voted against a bill that aimed to prohibit males who identify as transgender from competing in women’s sports. The Protection of Women and Girls in Sports Act of 2025 failed to advance to a final vote due to the lack of support from the Democratic side.

The bill, sponsored by U.S. Sen. Tommy Tuberville, R-Ala., sought to enforce Title IX regulations that define sex based on a person’s reproductive biology and genetics at birth. It aimed to prevent individuals assigned as male at birth from participating in women’s sports programs or activities in federally funded institutions.

Despite arguments from Republicans that the bill was crucial to protect the integrity of women’s sports, Democrats portrayed it as an attack on the transgender community. Sen. John Fetterman, D-Penn., defended his decision to vote against the bill, stating that he believed the issue was blown out of proportion and did not warrant legislative intervention.

A recent report from the United Nations revealed that transgender athletes have won approximately 900 medals that would have otherwise gone to female athletes. Moreover, a majority of Americans, including a significant portion of Democratic voters, expressed opposition to allowing transgender-identifying individuals to compete in women’s sports, as per a New York Times poll.

The legislation aimed to formalize former President Donald Trump’s executive order, which rolled back policies introduced during the Biden administration that expanded Title IX to include gender identity. Trump’s order also prohibited transgender athletes from participating in women’s sports at educational institutions.

The National Collegiate Athletic Association partially complied with Trump’s order by barring male athletes from official competitions but allowing them to train with women’s teams and receive certain benefits. The enforcement of Trump’s order and future Title IX regulations remains uncertain, particularly if the U.S. Department of Education faces dismantling under his administration.

The contentious debate surrounding transgender participation in women’s sports continues to divide lawmakers and the public, highlighting the complex intersection of gender identity, athletic competition, and federal regulations. The outcome of this legislative battle will have far-reaching implications for the future of women’s sports and the rights of transgender individuals.
