White House Launches New Initiative for Modernizing Environmental Permitting

Today, the White House Council on Environmental Quality (CEQ) unveiled a memorandum to federal agencies, heralding the establishment of an interagency Permitting Innovation Center. This initiative is a direct response to President Trump’s memorandum, Updating Permitting Technology for the 21st Century, which mandates the federal government to embrace modern technology for more effective environmental reviews and streamlined permit evaluations for infrastructure projects across the board.

Under President Trump’s guidance, the CEQ-led Permitting Innovation Center will engage with the National Energy Dominance Council (NEDC) and pertinent permitting agencies to craft a comprehensive Permitting Technology Action Plan. This plan aims to provide agencies with technological guidance while laying the groundwork for a standardized approach to data and technology under the National Environmental Policy Act (NEPA).

Furthermore, the Permitting Innovation Center will collaborate with the General Services Administration (GSA) to design and pilot prototype software systems, aimed at potential deployment by agencies in accordance with the Permitting Technology Action Plan.

“The Trump Administration is achieving remarkable strides in the modernization of the permitting process,” stated Katherine Scarlett, Chief of Staff at the White House Council on Environmental Quality. “The creation of the Permitting Innovation Center marks a significant milestone in our efforts toward permitting reform, showcasing this Administration’s commitment to accelerating the environmental review and permitting processes through innovative technologies. This will provide essential efficiency and transparency for project sponsors.”

“GSA’s Technology Transformation Services (TTS) is dedicated to advancing the President’s agenda by facilitating the rapid development and establishment of the Permitting Innovation Center,” noted Thomas Shedd, Technology Transformation Services Director at General Services Administration. “We are eager to collaborate with all involved agencies and utilize our Presidential Innovation Fellowship program to ensure that the technology needs of each agency are thoroughly understood and addressed. TTS remains a premier shared service provider of software and services to support critical White House initiatives like this one.”
