SAN FRANCISCO — A Call to Action from Kamala Harris

Kamala Harris made a notable return to the national political arena on Wednesday, urging Americans to rise against what she described as the destructive economic policies and democratic encroachments of President Donald Trump.

In her most comprehensive remarks since her defeat to Trump, the former vice president criticized his trade practices, disregard for federal court rulings, and attempts to cut funding for various federal programs. “This is an agenda rooted in a narrow, self-serving vision of America,” she stated during her address, “where truth-tellers are punished, loyalists are rewarded, and ordinary citizens are left to navigate life on their own.” Moreover, she accused Trump of abandoning global allies and retreating from international responsibilities.

Harris labeled Trump’s fluctuating tariffs as “the greatest man-made economic crisis in modern presidential history,” attributing the escalating costs of household items, dwindling retirement savings, and a contracting job market to his approach. “His tariffs are clearly paving the way for a recession,” she cautioned.

Her remarks, delivered to a gathering of Democratic donors in a San Francisco ballroom—where her political journey began over 20 years ago—marked her second public appearance in recent weeks as she weighs her options for the upcoming California gubernatorial race or a potential presidential bid in 2028 after her previous campaign’s setback.

While Harris’ criticism of Trump was sharp, her speech followed the conventions of a typical political address—with a meticulously timed delivery and a strategy that pointed out Trump’s failure to genuinely enhance the lives of everyday Americans. The speech lacked fresh insights regarding her vision for the party or the state, offering scant clues about her future political trajectory.

Since departing from Washington, Harris has maintained a relatively low profile, prompting political analysts to scrutinize her every public appearance with a level of analysis reminiscent of Talmudic study. She recently assured attendees at a national conference for Black women in Orange County that she was “not going anywhere.”

Her recent public engagements have included commentary on a Wisconsin Supreme Court race—highlighting Elon Musk’s political influence—along with appearances at the NAACP Image Awards, Broadway performances, and even some NBA games. Notably, she drew enthusiastic crowds during Easter weekend while attending services at a church in Inglewood, reinforcing her connection with key Democratic demographics.

Harris was the keynote speaker at a gala for Emerge America, a program that supports Democratic women candidates, held in the opulent Palace Hotel in downtown San Francisco. She elaborated on her “courage is contagious” theme from a previous speech, urging Democrats to unite in opposition to what she termed the president’s unconstitutional power grab.

She also praised prominent party figures like Sen. Bernie Sanders and Rep. Alexandria Ocasio-Cortez for galvanizing progressive support during their “Fighting Oligarchy” tour, as well as praising Cory Booker for his lengthy Senate speech and Sen. Chris Van Hollen for his efforts to support Kilmar Abrego Garcia’s return to the U.S. Harris noted that each of these leaders has demonstrated “moral clarity about this moment.”

On the topic of the president and Republican leaders, Harris remarked, “They are relying on the fear they instill to create a chilling effect on others. However, they’ve failed to recognize that fear isn’t the only thing that spreads; courage does too.”

She expressed concern that the nation is entering a “constitutional crisis,” warning that the foundational checks and balances that have historically guided American governance are beginning to weaken.

Harris has long been associated with Emerge America, as her 2003 victory over an incumbent San Francisco district attorney is credited with inspiring the organization. Many of the leaders she has closely mentored, including Rep. Lateefah Simon and Lt. Gov. Eleni Kounalakis, have emerged from Emerge’s training programs.

Upon her arrival, Harris was met with a rockstar-like reception, receiving a standing ovation from her hometown audience. However, the path she plans to take to capitalize on this goodwill remains uncertain.

Harris has set a personal deadline of late summer to determine whether she will run for governor of California, pursue another presidential bid, or choose another route entirely. Political insiders in the state interpret her increasing visibility as a potential indication of her intention to enter the governor’s race, though reactions to this prospect have been somewhat tepid according to a POLITICO-UC Berkeley Citrin Center poll.

Brian Brokaw, a consultant and former aide to Harris who remains close to her, emphasized the need for her to strike a delicate balance: critiquing Trump’s policies without rehashing the 2024 election. He is optimistic that she can navigate this challenge, noting her ability to convey messages effectively through non-verbal cues and well-timed pauses.

“Recognizing our current circumstances, gauging the audience, and articulating a more appealing vision is an art form,” Brokaw stated, “and it’s essential to do so in a manner that doesn’t shame those who have already experienced the past election.”

As a potential game-changer in the crowded governor’s race, Harris poses a significant challenge to contenders like former Rep. Katie Porter, who acknowledged that Harris would have a “near field-clearing effect,” potentially dissuading other candidates from continuing their campaigns. While some hopefuls, such as former Los Angeles Mayor Antonio Villaraigosa and former HHS Secretary Xavier Becerra, have vowed to stay in the race regardless of Harris’ decision, others are quietly formulating contingency plans for alternative offices.

In the meantime, major donors are adopting a cautious wait-and-see approach, creating a stagnant fundraising environment and leaving candidates increasingly anxious for Harris to clarify her intentions.
