A PROCLAMATION
1. On January 11, 2018, the Secretary of Commerce delivered a report to me regarding the investigation into how imports of steel mill articles—let’s call them “steel articles”—affect our national security. Under section 232 of the Trade Expansion Act of 1962, the Secretary concluded that the influx of these steel articles poses a genuine threat to our nation’s security.
2. Following this, in Proclamation 9705 on March 8, 2018, and Proclamation 9980 on January 24, 2020, I agreed with the Secretary’s assessment that steel articles and derivative steel articles are coming into the United States in such quantities that they jeopardize national security. Consequently, I imposed a hefty 25 percent ad valorem tariff on these imports from most nations. By February 10, 2025, as outlined in Proclamation 10896, I expanded this tariff to apply to imports from all countries.
3. On January 19, 2018, the Secretary also reported on aluminum imports, indicating that these articles are being brought into the U.S. in such volumes that they too threaten our national security.
4. In Proclamation 9704 on March 8, 2018, and Proclamation 9980, I concurred with the findings regarding aluminum articles, imposing a 10 percent ad valorem tariff initially, which was raised to 25 percent in Proclamation 10895 on February 10, 2025.
5. In both Proclamations 10896 and 10895, I instructed the Secretary to keep a close eye on steel and aluminum imports and to reassess their implications for our national security. The Secretary has duly complied with this directive.
6. Based on the latest data from the Secretary, I have determined that it is essential to raise the tariffs on steel and aluminum imports to prevent these articles from further jeopardizing our national security. This move aims to counter foreign nations that are flooding our market with low-cost steel and aluminum, thus undermining our domestic industries. While previous tariffs provided some relief, they haven’t sufficiently enabled these industries to achieve the production capacity necessary for their long-term sustainability and our national defense. Therefore, increasing the tariffs will bolster these sectors and mitigate the national security risks posed by foreign imports.
7. Accordingly, I am raising the tariff rate on imports of steel articles and derivative steel articles, as well as aluminum articles and derivative aluminum articles, from 25 percent ad valorem to a significant 50 percent ad valorem, effective at 12:01 a.m. eastern daylight time on June 4, 2025. Additionally, I will modify how these tariffs interact with the measures outlined in Executive Order 14289, ensuring that the new tariffs align with our broader policy objectives. Furthermore, I will implement specific provisions for imports from the United Kingdom as part of the U.S.-UK Economic Prosperity Deal established on May 8, 2025.
8. Under section 232, I have the authority to adjust imports of articles that threaten our national security.
9. Section 604 of the Trade Act of 1974 allows me to formalize changes in tariff treatment within the Harmonized Tariff Schedule of the United States, affecting duties and restrictions on imports.
Now, Therefore, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States, including section 232; the International Emergency Economic Powers Act; section 301 of title 3, United States Code; and section 604 of the Trade Act of 1974, hereby proclaim the following:
(1) Effective at 12:01 a.m. eastern daylight time on June 4, 2025, the tariffs on steel and aluminum articles will be increased from an additional 25 percent ad valorem to an additional 50 percent ad valorem as detailed in Annexes I and II to this proclamation.
(2) The modifications to the Harmonized Tariff Schedule of the United States made by clause 1 will apply to goods entered for consumption on or after the effective date and will remain in effect unless explicitly changed or terminated.
(3) Imports already admitted into a U.S. foreign trade zone prior to the effective date will be subject to the tariffs in place at the time of entry.
(4) Articles admitted into a U.S. foreign trade zone on or after June 4, 2025, will only be allowed under “privileged foreign status” and will be subject to applicable duty rates.
(5) Effective as of 12:01 a.m. eastern daylight time on June 4, 2025, Executive Order 14289 will be amended to clarify tariff applications on articles subject to the actions outlined in this proclamation.
(6) The non-aluminum and non-steel content of steel and aluminum articles will also be subject to tariffs under previous regulations, with strict compliance required for accurate reporting of content.
(7) Tariff rates for articles from the United Kingdom will remain at 25 percent ad valorem. Adjustments may be made after July 9, 2025, depending on compliance with the Economic Prosperity Deal.
(8) The Secretary will continue to monitor imports and will inform me of any circumstances indicating further action may be necessary under section 232.
(9) No drawback will be available for duties imposed by this proclamation.
(10) The Secretary may issue regulations consistent with this proclamation.
(11) The Secretary, in consultation with relevant agencies, may make necessary modifications to the Harmonized Tariff Schedule.
(12) Customs and Border Protection will take necessary measures to enforce the tariffs imposed by this proclamation.
(13) Any previous proclamations or orders inconsistent with this one are superseded to that extent.
