By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Background. The world is currently undergoing a seismic shift, largely thanks to artificial intelligence (AI). This technology is not just a buzzword; it’s revolutionizing industries, boosting productivity, and altering our daily lives. To maintain our status as a global frontrunner in this tech wave, we must ensure that our youth are equipped with the skills and knowledge to harness and innovate within the AI landscape. Early exposure to AI concepts serves as a catalyst for curiosity and creativity, preparing students to engage as responsible contributors in a future workforce dominated by digital prowess. By nurturing the next generation of American innovators, we are lifting our nation to new pinnacles of scientific and economic success. However, this cannot happen in a vacuum; we must also invest in our educators. If we want teachers to effectively impart AI knowledge, they need to be armed with the right tools and understanding. Professional development focused on AI will empower educators to navigate this intricate field confidently. Collaborations between educators, industry leaders, and employers are crucial to develop educational programs that ensure students gain essential AI skills across various learning pathways. While a robust AI education from K-12 is paramount, we must also cater to lifelong learners, ensuring that every American has the opportunity to engage with AI from their early schooling through to higher education. This holistic approach fosters a culture of innovation and critical thinking, solidifying our nation’s leadership in the AI-driven future.

Sec.2. Policy. It is the policy of the United States to enhance AI literacy and proficiency among its citizens by promoting the thoughtful integration of AI into educational frameworks, delivering comprehensive training for educators, and encouraging early exposure to AI technologies, thereby developing a future-ready workforce and the next wave of American AI innovators.

Sec.3. Definition. For the purposes of this order, “artificial intelligence” or “AI” is defined as per 15 U.S.C. 9401(3).

Sec.4. Establishing an Artificial Intelligence Education Task Force. (a) There is hereby established the White House Task Force on Artificial Intelligence Education (Task Force).
(b) The Director of the Office of Science and Technology Policy shall serve as the Chair of the Task Force.
(c) The Task Force shall include the following members:
(i) the Secretary of Agriculture;
(ii) the Secretary of Labor;
(iii) the Secretary of Energy;
(iv) the Secretary of Education;
(v) the Director of the National Science Foundation (NSF);
(vi) the Assistant to the President for Domestic Policy;
(vii) the Special Advisor for AI & Crypto;
(viii) the Assistant to the President for Policy; and
(ix) heads of any additional executive departments and agencies that the Chair may designate or invite to participate.
(d) The Task Force shall be charged with implementing the policy articulated in Section 2 and coordinating federal efforts regarding AI education, including the actions specified in this order.

Sec.5. Establishing the Presidential Artificial Intelligence Challenge. (a) Within 90 days of this order, the Task Force shall devise plans for a Presidential Artificial Intelligence Challenge (Challenge), and the agencies represented on the Task Force shall, as appropriate and consistent with applicable law, implement these plans by executing the Challenge no later than 12 months after the plan submission. This Challenge is designed to celebrate and promote student and educator achievements in AI, drive widespread adoption of technological advancements, and enhance collaboration among government, academia, philanthropy, and industry to tackle national challenges through AI solutions.
(b) The Challenge will encompass various age categories, distinct geographic regions for competition, and diverse topical themes to reflect the vast array of AI applications, encouraging interdisciplinary exploration.
(c) The Task Force and relevant agencies will collaborate with private sector entities to provide technical expertise, resources, and promotional support for the Challenge, utilizing existing funding mechanisms as needed.

Sec.6. Improving Education Through Artificial Intelligence. (a) To provide support for K-12 AI education, agencies represented on the Task Force will aim to establish public-private partnerships with leading AI industry organizations, academic institutions, and nonprofits to collaboratively develop online resources that teach foundational AI literacy and critical thinking skills to K-12 students. The Task Force will announce these partnerships as they are formed.
(i) The Task Force will seek to leverage industry commitments and identify federal funding mechanisms, including discretionary grants, to support K-12 AI education. Agencies will prioritize funding for these purposes when it aligns with the goals of the programs available.
(ii) The Task Force will ensure that resources funded as outlined in subsection (i) are ready for classroom use within 180 days following the announcement of the first public-private partnerships.
(b) Within 90 days of this order, the Task Force will identify existing federal AI resources, such as those from the NSF and the Department of Agriculture, to support partnerships with state and local educational agencies aimed at enhancing AI education.
(c) Within 90 days of this order, the Secretary of Education will issue guidance on using formula and discretionary grant funds to enhance educational outcomes using AI, including but not limited to high-quality instructional resources, high-impact tutoring, and career pathway exploration.
(d) Within 90 days of this order, the Secretary of Education will explore ways to utilize existing research programs to assist state and local efforts in employing AI for improved student achievement, attainment, and mobility.

Sec.7. Enhancing Training for Educators on Artificial Intelligence. (a) Within 120 days of this order, the Secretary of Education shall take steps to prioritize AI usage in discretionary grant programs for teacher training authorized by the Elementary and Secondary Education Act of 1965 (Public Law 89-10), as amended, and Title II of the Higher Education Act of 1965 (Public Law 89-329), as amended. This includes:
(i) reducing time-consuming administrative tasks;
(ii) improving teacher training and evaluation;
(iii) providing professional development for all educators to integrate AI fundamentals into all subjects; and
(iv) offering professional development in foundational computer science and AI, preparing educators to effectively teach AI in dedicated computer science and relevant courses.
(b) Within 120 days of this order, the Director of the NSF shall prioritize research on AI in education and utilize existing programs to create teacher training opportunities that facilitate effective integration of AI-based tools in classrooms.
(c) Within 120 days of this order, the Secretary of Agriculture shall prioritize research, extension, and education on AI in both formal and informal education through 4-H and the Cooperative Extension System, leveraging existing programs to create training opportunities for educators to effectively implement AI tools in classrooms and curricula.

Sec.8. Promoting Registered Apprenticeships. (a) Within 120 days of this order, the Secretary of Labor shall strive to boost participation in AI-focused Registered Apprenticeships by:
(i) prioritizing the development and growth of these apprenticeships across industries; and
(ii) utilizing apprenticeship intermediary contracts and allocating existing discretionary funds, as appropriate, to engage industry organizations and employers in establishing Registered Apprenticeship programs in AI-related fields. The Secretary will support the creation of industry-developed program standards that can be adopted by individual employers without needing individual registration.
(b) Within 120 days of this order, the Secretary shall encourage states and grantees to utilize funding under the Workforce Innovation and Opportunity Act (WIOA) (Public Law 113-128), as amended, to develop AI skills and support work-based learning opportunities by:
(i) issuing guidance to state and local workforce boards to encourage using WIOA youth formula funds for AI skills development;
(ii) clarifying that states can utilize Governor set-asides for integrating AI learning into youth programs; and
(iii) establishing AI skills training and work-based learning as a priority in all youth-focused discretionary grant programs.
(c) Within 120 days of this order, in collaboration with the NSF Director, the Secretary of Labor will engage with relevant workforce development boards, industry organizations, educational and training providers, and employers to identify and promote high-quality AI skills education and certifications nationwide. This will include:
(i) identifying funding opportunities for expanding access to high-quality AI coursework and certifications;
(ii) setting performance targets for youth participation in grants awarded for this purpose; and
(iii) leveraging industry and philanthropic partnerships where feasible.
(d) Within 120 days of this order, and in consultation with the Secretary of Education and the NSF Director, the Secretary of Labor will support high school students in accessing AI courses and certification programs by prioritizing grants for providers committed to developing or expanding these offerings. The Secretaries will also encourage partnerships with states and local school districts to consider dual enrollment opportunities for students to earn postsecondary credentials and industry-recognized AI certifications concurrently with their high school education.
(e) Within 120 days of this order, all agencies providing educational grants shall consider AI as a priority area for existing federal fellowship and scholarship programs.

Sec.9. General Provisions. (a) Nothing in this order shall be interpreted to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or its head; or
(ii) the functions of the Director of the Office of Management and Budget related to budgetary, administrative, or legislative proposals.
(b) This order shall be executed in compliance with applicable law and subject to the availability of appropriations.
(c) This order does not create any enforceable rights or benefits at law or in equity against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other party.
