Authorizing Cameron County, Texas, To Own, Operate, and Maintain the Brownsville and Matamoros Bridge in Brownsville, Texas – The White House

Under the authority granted to me as President of the United States, I hereby authorize Cameron County, Texas, to own, operate, and maintain the Brownsville and Matamoros Bridge (B&M Bridge). This crossing, accommodating vehicles, pedestrians, and bicycles, is situated at the Brownsville and Matamoros Port of Entry on the U.S.-Mexico border in Brownsville, Texas. This authorization is based on the “Brownsville & Matamoros Bridge Presidential Permit Application” dated March 30, 2026, submitted by the permittee to the Secretary of State, in compliance with 33 U.S.C. 535d and related procedures.

The term “Border facilities” refers to bridges over the Rio Grande River connecting downtown Brownsville, Texas, and Matamoros, Mexico. This includes a concrete bridge with four spans, four vehicle lanes, and a pedestrian crossing on its downstream side, as well as any related approaches, land, structures, installations, or equipment located on the U.S. side of the international boundary.

This permit is granted under the following conditions:

Article 1. The Border facilities and their operations are subject to all conditions, provisions, and requirements detailed in this permit and any future Presidential amendments. Maintenance and operation must align with the Application’s descriptions.

Article 2. Federal, State, and local agencies have the right to inspect the standards and manner of maintenance and operation of the Border facilities. The permittee must allow authorized officers and employees unrestricted access during official duties.

Article 3. The permittee must adhere to all relevant Federal laws and regulations regarding the upkeep and operation of the Border facilities.

Article 4. The permittee is responsible for obtaining and maintaining necessary Federal, State, and local permits, approvals, and authorizations for the ownership, operation, and maintenance of the Border facilities. They must comply with conditions imposed on these permits.

Article 5. If the permittee decides to transfer control of the Border facilities to a U.S. Government agency, they must notify the President or his designee and seek approval for the transfer. Upon Presidential approval, the permit remains effective, and the Border facilities continue to be governed by its terms. Transfers to a non-Federal entity require express Presidential approval, which may include additional conditions or requirements.

Article 6. The permittee must acquire and maintain any necessary right-of-way grants or easements, permits, and authorizations. They are responsible for ensuring the Border facilities’ safe operation and maintaining them in good repair, following applicable laws and best management practices.

Article 7. Upon request, the permittee is required to provide the President or his designee with relevant information regarding the Border facilities, including details on current conditions, legal compliance, or potential changes in ownership, control, operation, or maintenance.

Article 8. The permittee must submit any necessary statements and reports required by Federal law concerning the Border facilities.

Article 9. The permittee cannot make substantial changes inconsistent with the Application to the Border facilities, their location, or their operation without Presidential approval. The President retains the right to terminate, revoke, or amend this permit at his discretion. The permittee’s obligation to implement amendments depends on available funding. If the B&M Bridge is permanently closed and ceases to function as an international crossing, the permit will terminate, and the permittee may manage or dispose of the facilities according to applicable laws.

Article 10. This permit does not create any enforceable right or benefit, substantive or procedural, against the United States, its entities, officers, employees, or agents, for any party.
