By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
Section 1. Purpose and Policy
For over a century, American INDYCAR racing has been the gold standard in motor sports. With cars reaching breathtaking speeds of over 200 miles per hour, both the vehicles and the drivers command admiration and reverence from fans worldwide. This uniquely American sport has gifted us with racing icons like A.J. Foyt and Mario Andretti and continues to captivate audiences every Memorial Day weekend at the Indianapolis 500, known as the largest single-day sporting event globally.
Recognizing the significance of INDYCAR racing as a source of national pride and entertainment, I am thrilled to announce the Freedom 250 Grand Prix in Washington, D.C. This groundbreaking event marks the first motor race ever to take place in our Nation’s capital, weaving through the historic National Mall. It will celebrate America’s 250th birthday as drivers skillfully navigate a course that showcases our iconic national monuments.
Sec. 2. Designating the Race Route
Within 14 days of this order, the Secretary of the Interior and the Secretary of Transportation are tasked with identifying a suitable race route in Washington, D.C. This route should not only accommodate the INDYCAR street race but also highlight the splendor of our capital city as we commemorate the 250th anniversary of American independence.
Sec. 3. Permits and Approvals
The Secretaries of the Interior and Transportation shall take necessary measures to ensure that all required permits and approvals for planning, preparing, and conducting the Freedom 250 Grand Prix are processed as swiftly as possible. This may include the Secretary of the Interior designating the race as a “special event” under 36 C.F.R. 7.96(g) if deemed appropriate. The Secretary of Transportation will leverage available funds to support the race’s execution in accordance with relevant laws, ensuring that aerial photography can be safely conducted to enhance public enjoyment while safeguarding nearby government facilities. Coordination with the Mayor of Washington, D.C., will be essential to guarantee that all roads, trails, or bridges used for the race are properly maintained and ready for the event.
Sec. 4. General Provisions
(a) This order does not impair or affect:
(i) the authority granted by law to any executive department or agency or their heads; or
(ii) the functions of the Director of the Office of Management and Budget concerning budgetary, administrative, or legislative proposals.
(b) Implementation of this order will be consistent with applicable laws and subject to the availability of appropriations.
(c) This order does not create any enforceable rights or benefits, either substantive or procedural, for any individual or entity against the United States or its departments, agencies, officials, or agents.
(d) The Department of the Interior shall bear the costs associated with the publication of this order.
