Accelerating Emergency Measures for Federal Agencies

Today, the Council on Environmental Quality (CEQ) unveiled new emergency guidance under the National Environmental Policy Act (NEPA), aimed at equipping federal agencies with the necessary tools and support to respond swiftly in times of crisis.

This guidance clarifies how federal agencies can navigate NEPA regulations while addressing urgent situations. These scenarios include devastating wildfires, threats to endangered species and their habitats, economic downturns, outbreaks of infectious diseases, and states of emergency declared by the President.

“The release of this emergency guidance marks a significant step by the CEQ to empower federal agencies to deliver prompt assistance to Americans during critical times,” stated Katherine Scarlett, Chairman of the Council on Environmental Quality. “In the face of unexpected circumstances or other emergencies, it is crucial for agencies to act decisively, mitigating immediate impacts without being hindered by bureaucratic obstacles.”

The guidance lays out a clear, step-by-step framework for agencies to leverage all available resources effectively, ensuring compliance with legal requirements and environmental safeguards are upheld.

With over five decades of experience in assisting agencies during emergencies under NEPA, the CEQ’s latest guidance is a testament to the administration’s commitment to prioritize rapid action while remaining compliant with environmental laws.
