In a strategic move as the November 4 special election approaches, Barack Obama has joined forces with Governor Gavin Newsom to galvanize supporters for California Democrats’ congressional redistricting initiative. On the same day, North Carolina’s legislature ratified changes to its voting boundaries, seeking to add another Republican seat.
