House Democrats are gearing up to once again use health care as a powerful weapon against Republicans, as they did in the 2018 midterm elections. A recent private messaging guidance from party leaders advised Democratic lawmakers to accuse Republicans of betraying the middle class by cutting Medicaid while giving tax breaks to wealthy donors. The guidance also emphasized the importance of highlighting the local impacts of slashing Medicaid funding.

Democrats believe that focusing on Medicaid could be their most effective strategy in challenging President Donald Trump and the Republican-controlled Congress. Recent budget votes have sparked outrage among constituents, with Republican lawmakers facing backlash at town halls and protests erupting in various states over proposed Medicaid cuts.

Internal Democratic polling has shown overwhelming opposition to cuts in Medicaid and Medicare, even among Republican voters. Even some Republicans have expressed concerns about the proposed cuts to Medicaid and other social safety-net programs. Steve Bannon warned about the potential backlash from Medicaid recipients who support Trump. House Speaker Mike Johnson has indicated that the budget resolution is just the beginning of the process, but Democrats are determined to hold Republicans accountable for their actions.

As the messaging wars over Medicaid intensify, campaign ads are already targeting Republican members for their stance on health care. Protect Our Care, a liberal nonprofit group, has launched a multimillion-dollar ad campaign accusing Republicans of putting Medicaid at risk. Democratic leaders are confident that highlighting the consequences of Medicaid cuts will motivate voters to turn against Republicans in the upcoming elections.
