Mayor Mike Johnston emphasized the importance of cultivating a “learned hopefulness” in the face of the various challenges confronting Denver amidst a turbulent national political climate in his annual State of the City address on Monday night.

He envisioned Denver as a place where limitations are not accepted, and where the community comes together to work towards a common goal that transcends individual interests. Johnston contrasted this hopeful outlook with “learned helplessness,” the belief that individual efforts are futile.

During his speech, the mayor addressed issues such as homelessness, immigration, downtown revitalization, and the city’s commitment to addressing climate change. He also reassured the audience about the future of the Denver Broncos remaining in the city.

Despite facing a budget shortfall and upcoming city worker layoffs, Johnston highlighted the progress made in reducing street homelessness and improving public safety. He acknowledged that there is still work to be done in areas such as ensuring safety on Broadway and addressing the affordability crisis affecting teachers and healthcare workers.

Johnston credited the decrease in Denver’s homicide rate to improved police-community relations and highlighted the city’s efforts to streamline the construction permitting process to boost development. He emphasized the importance of collaboration between city officials and residents in achieving these goals.

While the mayor’s achievements were acknowledged, tensions with the City Council were noted, particularly regarding a proposed bond issue for infrastructure projects. The contentious bond measure aims to fund road and park improvements, with the latest estimate totaling $935 million.
