By the authority granted to me as President under the Constitution and laws of the United States, including the Immigration and Nationality Act (8 U.S.C. 1101 et seq.) (INA) and the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), I hereby issue the following order:

Section 1. Purpose

This order initiates a procedure whereby specific divisions or chapters of the Muslim Brotherhood may be classified as Foreign Terrorist Organizations, in accordance with section 219 of the INA (8 U.S.C. 1189) and as specially designated global terrorists, as per IEEPA (50 U.S.C. 1702) and Executive Order 13224 established on September 23, 2001 (which blocks property and prohibits transactions with individuals involved in terrorism), with subsequent amendments.

Founded in Egypt in 1928, the Muslim Brotherhood has evolved into a sprawling transnational network with branches across the Middle East and beyond. Notably, its affiliates in Lebanon, Jordan, and Egypt have been implicated in violent actions and destabilization efforts that endanger their own communities, U.S. citizens, and American interests. For instance, following the October 7, 2023, assault in Israel, the military faction of the Lebanese branch of the Muslim Brotherhood collaborated with Hamas, Hezbollah, and other Palestinian groups to conduct multiple rocket strikes against both civilian and military sites in Israel. On the same day, a senior leader from the Egyptian chapter called for violent reprisals against U.S. allies and interests, while leaders from the Jordanian Muslim Brotherhood have historically provided material support to Hamas’s militant operations. Such conduct poses a direct threat to the safety of American citizens in the Levant and jeopardizes the stability of our regional partners.

Sec 2. Policy

The United States is committed to working with its regional allies to dismantle the operations and capabilities of any Muslim Brotherhood chapters that are designated as foreign terrorist organizations under section 3 of this order. Our objective is to deprive these entities of their resources, thereby mitigating any threats they pose to U.S. nationals and national security.

Sec 3. Implementation

(a) Within 30 days from the issuance of this order, the Secretary of State and the Secretary of the Treasury, in consultation with the Attorney General and the Director of National Intelligence, shall prepare a joint report for the President, via the Assistant to the President for National Security Affairs. This report will address the potential designation of any Muslim Brotherhood chapters, particularly those in Lebanon, Jordan, and Egypt, as foreign terrorist organizations in accordance with 8 U.S.C. 1189, and as specially designated global terrorists under 50 U.S.C. 1702 and Executive Order 13224.

(b) Within 45 days following the submission of the report referenced in subsection (a), the Secretary of State or the Secretary of the Treasury, as necessary, shall undertake all appropriate actions consistent with 8 U.S.C. 1189 or 50 U.S.C. 1702 and Executive Order 13224, regarding the designation of any Muslim Brotherhood chapters mentioned in section 1 of this order as foreign terrorist organizations and specially designated global terrorists.

Sec 4. General Provisions

(a) Nothing in this order shall be interpreted to impair or otherwise affect:

(i) the authority granted by law to any executive department or agency, or to their heads; or

(ii) the functions of the Director of the Office of Management and Budget regarding budgetary, administrative, or legislative proposals.

(b) This order shall be executed in accordance with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any rights or benefits, whether substantive or procedural, enforceable by law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other individual.

(d) The costs associated with the publication of this order shall be covered by the Department of State.
