In the spirit of the authority endowed upon me as President, under the Constitution and the laws of these United States, and with an eye toward the much-anticipated 2028 Summer Olympics, I hereby proclaim the following:

Section 1.  Objective.  The United States is set to host the 2028 Summer Olympics, an event that stands as a beacon of international athleticism and cultural exchange in the 21st century.  This remarkable occasion serves as a golden opportunity to display American resilience, pride, and hospitality, while inviting the global community to experience our nation firsthand.  The Federal Government will spearhead a coordinated initiative to guarantee utmost safety, secure borders, and efficient transportation for the millions of visitors expected during the 2028 Summer Olympic and Paralympic Games (the Games).

Sec. 2.  Formation of the White House Task Force on the 2028 Summer Olympics.  (a)  The White House Task Force on the 2028 Summer Olympics (Task Force) is hereby established.
(b)  The President shall assume the role of Chair of the Task Force, with the Vice President acting as Vice Chair.
(c)  The Chair will appoint an Executive Director responsible for managing the Task Force’s daily operations, reporting directly to the Chair through the Assistant to the President and Deputy Chief of Staff for Strategic Implementation.  Regular meetings will be convened by the Chair, Vice Chair, or a designated Task Force member to outline the agenda and guide the group’s efforts, in alignment with this directive.  The Executive Director and the Assistant to the President and Deputy Chief of Staff for Strategic Implementation will provide support in executing these responsibilities.  The Chair may delegate any Task Force member to preside over meetings.
(d)  Beyond the Chair and Vice Chair, the Task Force will include the following members:
(i)    the Secretary of State;
(ii)    the Secretary of the Treasury;
(iii)    the Secretary of Defense;
(iv)    the Attorney General;
(v)    the Secretary of Commerce;
(vi)    the Secretary of Transportation;
(vii)    the Secretary of Homeland Security;
(viii)  the Assistant to the President and Chief of Staff;
(ix)    the Assistant to the President for National Security Affairs;
(x)    the Assistant to the President and Deputy Chief of Staff;
(xi)    the Assistant to the President and Deputy Chief of Staff for Policy and Homeland Security Advisor;
(xii)    the Assistant to the President and Deputy Chief of Staff for Legislative, Political and Public Affairs;
(xiii)  the Assistant to the President and Deputy Chief of Staff for Communications and Cabinet Secretary;
(xiv)    the Assistant to the President and Deputy Chief of Staff for Strategic Implementation;
(xv)    the Director of the Federal Bureau of Investigation;
(xvi)    the Chairman of the Federal Communications Commission; and
(xvii)  the heads of any additional executive departments, agencies, and offices designated or invited by the Chair or Vice Chair.
 (e)  The Task Force will collaborate with executive departments and agencies (agencies) to facilitate the planning, organization, and execution of the events surrounding the Games, ensuring that agencies provide relevant information and support to the Task Force.
(f)  For administrative purposes, the Task Force will be located within the Department of Homeland Security, which will also provide funding and administrative assistance.
(g)  Agency heads who are Task Force members will need to submit a report to the Task Force detailing their agency’s planning and activities related to the Games.  These reports are due to the Executive Director no later than October 1, 2025.
(h)  The Task Force will conclude its operations on December 31, 2028, unless the President decides to extend its mandate.

Sec. 3.  Responsibilities.  The Task Force shall:  
(a)  oversee Federal planning and responses related to security, transportation, and the entry/exit logistics for the Games;
(b)  promote interagency cooperation and information-sharing with State and local partners;
(c)  identify and address any legal, logistical, or regulatory hurdles that might obstruct effective Federal support for the Games, proposing timely solutions;
(d)  aid in the planning and execution of visa processing and credentialing for foreign athletes, coaches, officials, and media personnel; and
(e)  ensure readiness across law enforcement, counterterrorism, transportation, and emergency response sectors.

Sec. 4.  General Provisions.  (a)  This order shall not be interpreted to diminish or otherwise affect:
(i)   the authority bestowed by law to any executive department or agency, or its head; or
(ii)  the functions of the Director of the Office of Management and Budget concerning budgetary, administrative, or legislative proposals.
(b)  This order shall be executed in accordance with applicable law and subject to available appropriations.
(c)  This order does not intend to, and shall not, create any right or entitlement, either substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other individual.
(d)  The expenses incurred for the publication of this order will be covered by the Department of Homeland Security.
