Brussels is currently exploring strategies to address a potential shortfall of up to $19 billion in Ukraine’s budget for the upcoming year. This financial challenge comes as Kyiv faces diminishing support from the United States and sees little hope for a ceasefire with Russia in the near future.

According to sources familiar with the matter, the European Commission is in talks with EU member states to consider various options to provide assistance to Ukraine. These options include redirecting military aid to Ukraine as off-budget grants, advancing loans from an existing $50 billion G7 support program for Kyiv, and maximizing the use of Russian state assets frozen in the EU.

As of now, Ukraine’s projected budget deficit for the next year remains unaddressed by external funding sources.

A senior EU official involved in the discussions mentioned, “There’s a growing concern about the financial situation next year. Many stakeholders were relying on a potential ceasefire deal this year to alleviate Ukraine’s fiscal pressures, but now they are realizing there’s a significant financing gap that needs to be addressed.”

The urgency to secure additional funding is driven by the upcoming summit in Rome focused on supporting Ukraine’s reconstruction efforts. The European Commission is under pressure to find solutions ahead of this event.

The International Monetary Fund (IMF) estimates that Ukraine’s financing needs for the next year are covered, assuming the conflict ends by the middle of 2026. However, both Ukraine and the EU do not share this optimistic outlook.

Last month, IMF Managing Director Kristalina Georgieva indicated that the Fund will assess the need for additional external financing to address the growing financial gap faced by Ukraine.

One proposal being considered is to provide military support to Ukraine through bilateral grants, which would be recorded separately as an “off-budget external transfer” while contributing to national defense spending targets.

Additionally, there are discussions about accelerating disbursements from the G7 scheme that issues loans to Kyiv based on profits from Russian state assets frozen in Western countries.

Without a ceasefire in sight to boost Ukraine’s economy, Kyiv anticipates a potential shortfall of $8 billion for 2026. This gap could reach $19 billion if the pledged amounts from partners like the EU, Japan, and the US are not expedited.

Exploring further options, including maximizing the value of Russian assets immobilized in the EU, is also on the table. Commissioner Valdis Dombrovskis mentioned last month that leveraging these assets could be a viable solution.
