IMPLEMENTING ACCOUNTABLE HIRING PRACTICES: President Donald J. Trump has today issued an Executive Order mandating Federal hiring to conform to established policies and procedures laid out by agency leaders, aiming to enhance the effectiveness of government service delivery.

  • The Order mandates the formation of a Strategic Hiring Committee within each agency, comprising senior leadership, to review and approve all hiring choices. These Committees will prioritize hiring based on agency requirements, national interests, and Administration goals.
  • Additionally, the Order instructs each agency to formulate and comply with an Annual Staffing Plan, ensuring that new career placements are concentrated in critical mission areas, in alignment with Administration objectives, and in accordance with the recruitment strategies outlined in the Administration’s earlier Merit Hiring Plan.
    • The Office of Personnel Management and the Office of Management and Budget will conduct quarterly oversight of the agencies’ compliance with their staffing plans.
  • Existing exemptions for immigration enforcement, national security, and public safety roles continue to apply, alongside provisions for political appointments and selected hires at the discretion of agency heads.
  • The Order guarantees that there will be no negative repercussions for Social Security, Medicare, or veterans’ benefits, while permitting the Director of the Office of Personnel Management to authorize necessary exceptions.

ADVANCING FISCAL RESPONSIBILITY AND GOVERNMENT EFFICIENCY: President Trump is enhancing hiring protocols to guarantee that taxpayer money is utilized effectively, improve services for Americans, and direct those services toward Administration priorities.

  • Under the previous Biden Administration, the government was responsible for creating over 25% of new jobs in America in just two years, negatively impacting American taxpayers. Conversely, President Trump aims to refrain from using the Federal government to mask economic struggles, opting instead to support growth in the private sector.
  • In a mere 8 months, the Trump Administration has significantly downscaled the Federal workforce, surpassing the targeted ratio of 4 separations for every new hire, while still emphasizing hiring for critical roles in national security, immigration enforcement, and public safety.
  • The Government Accountability Office has identified human capital management as a high-risk area for nearly 25 years. However, prior to this Administration, hiring was managed across a vast supervisory network—with over 300,000 supervisory roles in place—resulting in diluted accountability and unclear hiring processes.
  • This Order ensures that Presidential appointees oversee Federal hiring, keeping the Federal workforce focused on enhancing essential services and fully aligned with Administration priorities.

  • The government squanders billions annually on overlapping initiatives and unnecessary expenses that do not resonate with American values or meet the public’s needs.
  • The Trump Administration is dedicated to streamlining the Federal Government by abolishing ineffective programs and lessening bureaucratic inefficiencies.
  • President Trump initiated a 10-to-1 deregulation strategy, ensuring each new guideline is supported by clear benefits.
  • Authorization for buyout programs was given by President Trump to incentivize voluntary departures among federal employees. Participation was notably high among both retirement-eligible and mid-career employees, with agencies granted the ability to exclude mission-critical positions from these programs. This year, Federal employment witnessed an attrition of over 300,000 individuals, more than double the historical norm, yet the Federal government has successfully maintained its core responsibilities to the public.
