A PROCLAMATION
Under the authority granted by Article II, Section 2, of the United States Constitution, and following the guidance and support from the individuals named below, I, DONALD J. TRUMP, President of the United States, hereby issue a full, complete, and unconditional pardon to Stephen E. Buyer. The individuals listed have noted Mr. Buyer’s distinguished and highly productive career as a Judge Advocate General in the United States Army and as a Member of the United States House of Representatives from Indiana.
