The research conducted by the Dukakis Center at Northeastern University’s Policy School, in collaboration with the City of Boston, sheds light on the importance of a sustainable workforce in achieving ambitious climate goals. The Climate Action Plan of Boston outlines a comprehensive strategy to transition the city away from fossil fuels, achieve carbon neutrality by 2050, and enhance resilience to climate change impacts. However, the success of this plan hinges on the availability of skilled workers and their training.

According to Professor Joan Fitzgerald, workforce development is the final piece of the puzzle in implementing climate plans effectively. The release of the Climate Ready Workforce Action Plan by the City of Boston marks a significant milestone in addressing this issue. The research project, which involved multiple partners and advisors, aimed to identify the green jobs needed for the city’s transition and the skills required for those occupations.

Defining a “green job” presented challenges during the research process. Traditional roles, such as car mechanics and HVAC technicians, could evolve into green jobs as the transition to clean energy progresses. The dataset provided by the Burning Glass Institute helped in inventorying the skills needed for various green occupations and understanding the changing nature of job requirements in the green economy.

The study revealed that existing jobs could become green jobs with the acquisition of new skills. Training programs need to adapt to the evolving demands of the green workforce, from solar developers to construction workers needing knowledge of energy-efficient building codes. Alicia Modestino’s analysis highlighted the projected need for workers in Boston’s Climate Action Plan initiatives and the importance of preparing the workforce for the transition to green jobs.

One of the key findings was the necessity for cities like Boston to invest in workforce training to ensure a climate-ready workforce. Limited programs and resources could lead to a shortage of skilled workers if not addressed promptly. The report also emphasized the importance of environmental justice in providing career opportunities for disadvantaged communities in climate-friendly sectors.

The Climate Ready Workforce Action Plan aims to bridge the gap between Boston’s climate goals and economic opportunities. By addressing funding challenges in training programs and supporting wage incentives for trainees, the plan sets the stage for sustainable job creation in line with the city’s Green New Deal. Oliver Sellers-Garcia, Environment Commissioner and Green New Deal Director, highlighted the potential of climate action to generate high-paying jobs and promote a more inclusive workforce in Boston.
