Exploring Cumulative Impact: A New Approach to Environmental Protection

Health and environmental policies in the United States often fall short in protecting communities from harmful chemicals and pollution. One of the main reasons for this is that current environmental laws and regulations only consider individual chemicals or facilities in isolation, rather than taking into account the combined effects of multiple sources of pollution. In reality, people living in overburdened communities are often exposed to a variety of pollutants simultaneously, leading to complex interactions and heightened risks to their health and well-being. In response to this challenge, environmental justice (EJ) leaders and experts are advocating for a more holistic approach to regulating chemical and pollution exposures, one that considers the cumulative impacts of multiple sources of pollution on communities. Grassroots advocates and scientists are joining forces to implement this new approach in practice.

Introducing the Guide to Cumulative Impacts

The Union of Concerned Scientists and Coming Clean, in collaboration with community and environmental justice organizations, have developed a comprehensive Guide to help individuals and communities understand and address cumulative impacts policies. This Guide provides valuable information and resources on various aspects of cumulative impacts, including:

  • Overview of Cumulative Impacts
  • Mapping and Quantifying Cumulative Impacts
  • Recent Laws and Regulations on Cumulative Impacts
  • Community Organizing for Change
  • Scientific Terminology and Concepts

The Guide is available in both English and Spanish, offering a wealth of knowledge and tools for community members and organizations to engage with policymakers and advocate for stronger protections against cumulative impacts of pollution.

The Need for the Guide

Communities across the country are facing a pressing need for better environmental protections that take into account the cumulative impacts of pollution. Many states and localities have already implemented laws and regulations addressing cumulative impacts, but there is still much work to be done in other areas. By sharing knowledge and best practices through resources like the Guide, communities can accelerate their efforts to push for policies that safeguard their health and environment. Individuals like Carolina Ortiz from COPAL emphasize the importance of community empowerment and education in navigating these complex issues.

“I realized that, despite the expertise of others in the room, my lived experience was invaluable. By utilizing various resources and tools, I was able to advocate for my community with a newfound sense of confidence and understanding,” says Carolina Ortiz.

Beto Lugo Martinez from Rise4EJ highlights the multitude of pollution sources impacting his community, underscoring the urgent need for comprehensive regulatory measures to address the cumulative impacts of pollution.

Collaborative Development of the Guide

The Guide was developed in accordance with the Jemez Principles for Democratic Organizing, with input from individuals directly affected by environmental decisions and those working closely with impacted communities. Co-developers were compensated for their contributions, ensuring a diverse range of perspectives and experiences were incorporated into the resource. The Guide features insights from interviews with community members, legal experts, and scientists, shedding light on the interconnected nature of environmental and social challenges.

Key Features of the Guide

The Guide combines personal narratives, legal language, scientific resources, and organizing strategies to provide a comprehensive toolkit for communities to address cumulative impacts of pollution. Interactive exercises, informative tables, and real-life examples help readers grasp the complexities of cumulative impacts and empower them to take action.

Taking Action with the Guide

  • Share the Guide with your network
  • Request a workshop or webinar on cumulative impacts policies
  • Check if your state has proposed cumulative impacts legislation and use the Guide to engage with policymakers
  • Engage with the Guide through a scavenger hunt activity to deepen your understanding and involvement

By leveraging the resources and insights provided in the Guide, individuals and communities can work towards a more sustainable and equitable future, where the cumulative impacts of pollution are effectively addressed and mitigated.
