Wisconsin Governor Tony Evers urges state employees to defy federal government actions regarding illegal immigration.

Democrats in Wisconsin appear to have chosen a contentious path—they’re prepared to defend the last escape route for Central American individuals entangled with violent gangs, all while ignoring federal immigration enforcement.

Documents recently revealed by conservative radio host Dan O’Donnell unveil a Department of Administration (DOA) memo from April 18. This memo outlines specific instructions for state employees on how to respond when Immigration and Customs Enforcement (ICE) agents arrive at state facilities.

Rather than facilitating cooperation with federal immigration officials, the guidance encourages employees to stonewall—to refrain from answering questions, to deny access to files, and even to demand that agents vacate the premises in the absence of legal counsel.

This memo shockingly positions federal agents as intruders rather than allies in law enforcement.

The so-called “guidance” provided to state employees includes:

  • Refusal to answer any inquiries, even concerning individuals sought by ICE.
  • Denial of access to records, both physical and digital, regardless of whether agents present a warrant.
  • Blocking entry to non-public areas unless agents provide a judicial warrant.
  • Demanding agents wait in isolated public spaces, indefinitely, while staff contact legal representatives.
  • Instructing agents to return later if immediate access to a state attorney isn’t available.

In essence, state employees are instructed to stall, obstruct, and shield illegal immigrants—even those who may pose a significant threat and are actively sought by federal authorities.

An internal email from Deputy Secretary Hanson revealed that this strategy was developed due to rising concerns among Wisconsin’s liberal bureaucrats, who seem more interested in avoiding potential cooperation with ICE than in upholding the law.

“We have received inquiries from state employees about how to handle encounters with federal agents at work. Following the lead of other public entities that have issued directives, we are providing the enclosed information.

If you encounter U.S. Immigration and Customs Enforcement (ICE) or any other federal agents while at work, please refer to the enclosed guidance.

While we hope it won’t be necessary to implement this guidance, please be prepared and keep contact information for your agency’s Office of Legal Counsel readily accessible.”

This is not a mere exercise in governance; it resembles insurrection. The Governor’s orders directly challenge the authority of federal immigration law and are an affront to every law-abiding citizen. By encouraging state employees to obstruct ICE, Wisconsin’s leadership effectively aids and abets illegal immigration.

Governor Evers should reflect on the ramifications of such obstruction—just ask Judge Hannah Dugan, who now finds herself facing federal charges for “obstructing or impeding a proceeding before a department or agency of the United States” under Title 18, U.S. Code, Section 1505, and for “concealing an individual to prevent his discovery and arrest” under Title 18, U.S. Code, Section 1071. Her offense? Assisting a violent illegal alien from Mexico in evading arrest by federal agents.
