Man Convicted of 2015 Shooting Now Accused of Murder Near Howard CTA Station

John Parker, a 27-year-old man previously convicted of a shooting that resulted in a woman’s death in 2015, is back in jail facing allegations of murdering a man near the Howard CTA station earlier this year. Judge William Fahy deemed Parker a public safety threat after prosecutors presented the case in court this week.

Surveillance footage of the June 17 murder shows the victim, Terrance Allen, 46, seated in a car on the corner of Paulina and Howard. The video captures the moment when Allen was fatally shot by a gunman dressed in a black hoodie, who approached the car from behind and opened fire. The incident resulted in Allen’s death, with 14 shell casings found at the scene.

Despite the seemingly empty streets, the video revealed at least ten individuals in the vicinity, some seated in cars and others hidden from view until the shooting occurred.

Chicago police arrested Parker at the Cook County jail on Wednesday, where he had been held since late July on charges of carrying a loaded firearm in the 1600 block of West Jonquil Terrace while wearing a ski mask. He is also facing a Class X armed habitual criminal charge.

Prior to this incident, Parker had completed parole in May for his involvement in a 2015 shooting that resulted in the death of Carla Martinez. In that case, Parker and another individual were attempting to shoot a passenger in a car but inadvertently shot the driver, Martinez. She was left paralyzed and eventually succumbed to her injuries in April 2020.

Parker pleaded guilty to a reduced charge of attempted murder in exchange for an eight-year sentence from Judge Joanne Rosado.
