BY THE PRESIDENT OF THE UNITED STATES OF AMERICA

A PROCLAMATION

In the grand tapestry of our economy, small businesses serve as the vibrant threads that weave innovation, resilience, and local character into the fabric of American society. During National Small Business Week, we take a moment to honor the relentless spirit, creativity, and determination of our entrepreneurs who dare to dream big and strive for success against all odds.

Small businesses are the backbone of our economic engine. With a staggering 33 million small businesses employing 61.7 million Americans—nearly half of the private-sector workforce—they are responsible for creating approximately two out of every three new jobs in the nation. This is not just a statistic; it’s a testament to the vital role that small businesses play in our communities and our economy.

Yet, in recent years, these entrepreneurs have faced a gauntlet of challenges: soaring inflation, erratic federal spending, and a regulatory environment that often feels more burdensome than supportive. Despite these hurdles, small business owners have steadfastly remained dedicated to serving their communities and driving economic vitality.

Moreover, small businesses have long borne the weight of a global trade system that has strayed from its original purpose. Initially established to aid countries recovering from World War II, this system is now frequently manipulated by foreign competitors who inundate our markets with cheap imports while sidelining quality American products.

For too long, many in Washington have shied away from confronting this issue. However, my Administration is finally addressing it head-on. On Liberation Day, we instituted targeted tariffs designed to shield American businesses from unfair trade practices and bolster our local supply chains. We are prioritizing the American workforce and providing the necessary support that workers and entrepreneurs have been waiting for.

Our Administration is heralding a new era of opportunity for small businesses, grounded in pragmatic and growth-oriented policies that elevate our workers and innovators. We are trimming the bureaucratic red tape, maintaining low taxes, advocating for fair trade practices, and standing up for the hardworking Americans who drive our economy forward.

The Made in America Manufacturing Initiative is paving the way for high-quality jobs and reinforcing our supply chains while eliminating $100 billion in regulations that disproportionately impact small businesses and manufacturers. By liberating our entrepreneurs from the shackles of excessive compliance, we empower them to focus on their core mission: thriving in business.

Entrepreneurship is not merely a sector; it is the very foundation of a free and prosperous Nation, catalyzing the American economy. It is built by individuals who work diligently, take calculated risks, and believe in the promise of the American Dream. From the fields to the factories and the frontiers of innovation, our small businesses encapsulate the American spirit, fueling growth and generating employment opportunities. Our legacy of creativity and resilience is unmatched, and by reaffirming our commitment to small businesses, we are not just raising wages—we are fortifying American families and steering our country towards a new Golden Age.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, empowered by the authority conferred upon me by the Constitution and the laws of the United States, hereby proclaim May 4 through May 10, 2025, as National Small Business Week. I urge all Americans to recognize and celebrate the critical contributions of our nation’s entrepreneurs and small business owners as they continue to uplift our economy.

IN WITNESS WHEREOF, I have hereunto set my hand this fifth day of May, in the year of our Lord two thousand twenty-five, and of the Independence of the United States of America the two hundred and forty-ninth.

DONALD J. TRUMP
