By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Purpose. The Army-Navy Game, celebrated as “America’s Game,” has been a symbol of excellence and the American spirit for more than a century. However, the recent expansion of the College Football Playoffs (CFP) and other postseason college football games poses a threat to this tradition by potentially interfering with the second Saturday in December, a date traditionally reserved for “America’s Game.” This scheduling overlap diminishes national attention on our Military Service Academies and undermines a morale-boosting event critical to the Department of War. Therefore, it is the policy of the United States that no college football game, particularly the CFP or other postseason games, should be broadcast in direct conflict with the Army-Navy Game.

Sec. 2. Implementation. (a) The Secretary of Commerce and the Chairman of the Federal Communications Commission (FCC) are tasked with coordinating efforts alongside the CFP Committee, the National Collegiate Athletic Association, relevant organizations, other appropriate government agencies, and partners holding broadcast and media rights. The objective is to create an exclusive window for the Army-Navy Game, ensuring no other college football game is broadcast simultaneously.

(b) The Chairman of the FCC should consider evaluating the public interest obligations of broadcast licensees to determine if these obligations mandate that the Army-Navy Game remains a national service event.

Sec. 3. General Provisions. (a) This order does not intend to undermine or affect:

(i) the authority legally granted to any executive department or agency, or their leaders; or

(ii) the responsibilities of the Director of the Office of Management and Budget concerning budgetary, administrative, or legislative proposals.

(b) The implementation of this order shall comply with applicable laws and is contingent upon the availability of appropriations.

(c) This order does not establish any rights or benefits, substantive or procedural, enforceable by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other individual.

(d) The Department of War is responsible for bearing the costs of publishing this order.
