ENHANCING EFFICIENCY THROUGH STATE AND LOCAL PREPAREDNESS: Today, President Donald J. Trump issued an Executive Order aimed at empowering states, localities, and citizens to improve their preparedness for incidents such as cyber attacks and severe weather events.

  • This Order enables state and local governments to gain a clearer understanding of their citizens’ needs, facilitating better planning and response by simplifying the often convoluted federal preparedness and response policies.
  • It also introduces a National Resilience Strategy, which outlines priorities and methods to bolster the nation’s resilience against various threats.
  • The Order mandates a thorough review of all infrastructure, continuity, and preparedness policies to modernize and streamline federal approaches, ensuring alignment with the National Resilience Strategy. Key components include:
    • Transitioning national critical infrastructure policy from a broad “all-hazards” perspective to a more risk-informed approach, emphasizing action and resilience over mere data sharing.
    • Revamping national continuity policy to enhance its framework, streamline operations, and appropriately size the federal footprint for ongoing preparedness.

    • Assessing national preparedness policies to reevaluate the processes and metrics governing federal responsibilities.

  • The Order establishes a National Risk Register to pinpoint, describe, and evaluate risks to our national infrastructure and related systems, aiming to inform smarter fiscal planning and decision-making.
  • Lastly, it simplifies federal functions to foster more effective collaboration between states, communities, and Washington.
