ADDRESSING A NATIONAL EMERGENCY:

Today, President Donald J. Trump executed an Executive Order that escalates the tariff on imports from Canada from 25% to 35%, effective August 1, 2025.

  • Upon his return to office, President Trump invoked a national emergency under the International Emergency Economic Powers Act (IEEPA) to tackle various pressing issues, particularly the public health crisis linked to the influx of fentanyl and other illegal drugs crossing the northern border into the United States.
  • The administration has expressed frustration with Canada’s lack of cooperation in mitigating the deluge of fentanyl and other illicit substances, compounded by Canada’s retaliatory measures against the U.S. in response to the President’s initiatives aimed at safeguarding American interests.
  • In light of Canada’s persistent inaction and retaliatory stance, President Trump deemed it essential to raise the tariff on Canadian goods to 35% as a necessary response to an ongoing emergency.
  • Products eligible for reduced tariffs under the United States-Mexico-Canada Agreement (USMCA) will still be exempt from the IEEPA tariffs imposed on Canada.
  • Goods rerouted to avoid the 35% tariff will incur a transshipment tariff of 40% instead.

COMBATING CANADA’S CONTINUED ROLE IN THE OPIOID CRISIS:

In light of Canada’s ongoing failure to apprehend traffickers, dismantle drug operations, or effectively collaborate with U.S. law enforcement, coupled with retaliatory actions against the United States, further presidential measures are deemed essential to safeguard American lives and uphold national security.

  • Mexican drug cartels are increasingly establishing fentanyl and nitazene-synthesis labs within Canadian borders.
  • A recent analysis underscored Canada’s alarming rise in domestic fentanyl production and its expanding role in the global narcotics distribution network.
  • Canadian drug trafficking organizations operate substantial “super labs,” primarily in rural and densely populated areas of western Canada, capable of producing between 44 to 66 pounds of fentanyl weekly.
  • Fentanyl seizures at the northern border this fiscal year have already exceeded the total seizures from the past three years combined, highlighting Canada’s escalating involvement in this crisis.
  • The volume of fentanyl intercepted at the northern border thus far this fiscal year could potentially be lethal to over 16 million Americans, given the drug’s extreme potency.
  • Canada’s retaliatory trade policies further complicate joint efforts to combat this growing drug crisis.

PUTTING AMERICA FIRST:

President Trump is reaffirming his commitment to halting the influx of illegal immigration and narcotics into the United States.

  • Last November, President Trump vowed to “sign all necessary documents to charge Mexico and Canada a 25% Tariff” on their imports and address their “ridiculous Open Borders.”
  • In February, he enacted Executive Order 14193, imposing a 25% tariff on Canadian imports in response to the declared national emergency.

    • This action was preceded by efforts to give Canada a chance to mitigate the perilous cartel activities and harmful drug influx affecting the United States.

  • By March, after determining that Canada had inadequately responded to the situation, the President moved forward with the 25% tariff imposition.
  • Now, President Trump is escalating his actions to hold Canada accountable for its ongoing complicity in the drug crisis.
