THWARTING CYBER CRIMES: Today, President Donald J. Trump enacted a National Security Presidential Memorandum (NSPM) that equips U.S. Federal law enforcement with cyber tools to counter transnational criminal organizations (TCOs) operating in foreign territories and targeting Americans.

  • The NSPM tasks the Homeland Security Task Force’s National Coordination Center (NCC) with developing a program for targeted cyber operations aimed at dismantling foreign TCOs, overseen by two Executive Directors from the Department of Justice and the Department of Homeland Security.
  • The NSPM encourages the NCC to utilize the private sector’s capabilities and innovations to carry out these cyber operations, under the U.S. Government’s supervision and authority.
  • It establishes a framework where participating private companies can collaborate with other private entities and Federal, State, Local, Tribal, and Territorial agencies to collect TCO threat intelligence and propose responsive cyber operations.
  • The NSPM mandates that the Program’s Executive Directors and the Homeland Security Council establish stringent procedures for conducting and reviewing these cyber operations, ensuring they adhere to the U.S. Constitution, laws, and relevant international agreements.

DISRUPTING CRIMINALS TARGETING AMERICANS: President Trump is deploying all available resources to combat foreign-based organized criminal groups exploiting Americans in cyberspace.

  • Ransomware, phishing, financial fraud, sextortion, and impersonation scams are frequently orchestrated by sophisticated TCOs based outside the U.S.
  • Vulnerable groups such as seniors, children, and low-income families are disproportionately affected, with scammers depleting their life savings and undermining their livelihoods.
  • In 2025, American consumers reported losses exceeding $20.8 billion due to cyber-enabled crime.
  • 73% of U.S. adults have faced some form of online scam or attack, and 98% believe scams pose a threat to U.S. individuals, with two-thirds viewing it as a “major” threat.
  • One in seven minors who experienced sextortion reported self-harm as a response. Until now, outdated frameworks and coordination gaps have allowed these networks to flourish.
  • The U.S. private sector, being highly innovative and technologically advanced, provides a crucial advantage in cyber operations.

    • By collaborating with vetted U.S. companies, the ability to counter TCO threats and combat transnational cybercrime, fraud, and predatory schemes against American citizens is significantly enhanced.

DELIVERING SECURITY AND JUSTICE FOR AMERICANS: President Trump is dedicated to combating crime against Americans, regardless of its origin.

  • In 2025, the U.S. experienced its steepest decline in violent crime, with murder rates at an all-time low and a record number of criminals on the FBI’s Most Wanted List being apprehended.

    • In the first half of 2026, murder rates are projected to reach new record lows, with robberies, rapes, aggravated assaults, and violent crime overall declining sharply.

  • In May 2025, Trump signed the TAKE IT DOWN Act, a bipartisan law championed by First Lady Melania Trump, aimed at protecting children and families from online extortion, exploitation, and the non-consensual distribution of intimate images and deepfake abuse.

    • In April 2026, the first conviction under THE TAKE IT DOWN Act occurred.

  • In June 2025, an Executive Order was signed by Trump to strengthen national cybersecurity by focusing on critical protections against foreign cyber threats and improving secure technology practices.
  • In September 2025, the Trump Administration issued a Notice to assist financial institutions in detecting and disrupting financially driven sextortion.
  • In March 2026, Trump signed an Executive Order to combat cybercrime, fraud, and predatory schemes targeting American families, businesses, and critical infrastructure.
  • In June 2026, another NSPM was signed to enhance the cybersecurity of America’s National Security Systems (NSS) and to modernize NSS governance to address the cyber challenges of 2026 and beyond.
