FACILITATING ACCESS TO PSYCHEDELIC DRUGS FOR MENTAL HEALTH TREATMENTS: President Donald J. Trump has issued an Executive Order aimed at expediting treatment options for those with serious mental health disorders. This move underscores his dedication to finding innovative solutions for Americans dealing with challenging and treatment-resistant mental health conditions.

  • The Executive Order mandates that the Food and Drug Administration (FDA) Commissioner distribute Commissioner’s National Priority Vouchers to psychedelic drugs that have been designated as Breakthrough Therapies for serious mental illnesses and that comply with the National Priority Voucher Program criteria. This initiative is designed to prevent bureaucratic delays in the FDA’s comprehensive review process.
  • Additionally, the Order instructs the FDA and the Drug Enforcement Agency to create a framework allowing eligible patients to access investigational psychedelic drugs, including ibogaine compounds, which are under FDA evaluation and have met the basic safety standards outlined in President Trump’s Right to Try Act.
  • The Order tasks the Secretary of Health and Human Services (HHS) with allocating $50 million through the Advanced Research Projects for Health (ARPA-H) program. This funding will match state government investments to further research into psychedelic treatments for those with serious mental illnesses.
  • Moreover, the Order requires collaboration between HHS, the FDA, the Department of Veterans Affairs, and private sectors to boost clinical trial participation and gather evidence on experimental psychedelic therapies.
  • The Attorney General is instructed to review relevant products once they complete their Phase 3 clinical trials successfully, ensuring swift rescheduling upon FDA approval, when suitable.

ENHANCING TREATMENTS FOR ALL, INCLUDING MILITARY VETERANS: America has faced persistent challenges in addressing suicide and serious mental illness rates, with veterans often bearing a heavier burden. President Trump is actively seeking new treatment options for those whose conditions have not improved with current therapies.

  • Currently, over 14 million American adults are affected by serious mental illnesses, which significantly impact their daily lives and functioning.

    • Of these, 8 million are on prescription medications for their mental health conditions.

  • During President Trump’s first administration, suicide rates dropped for the first time since 2000. However, the progress was halted by the COVID-19 pandemic and prolonged shutdowns under the Biden Administration, causing suicide rates to rebound to peak levels by 2022.
  • Veterans often experience a higher incidence of suicide, with over 6,000 veteran suicides annually for the past two decades.
    • The suicide rate among veterans is more than double that of the non-veteran adult population.

  • Prominent medical research institutions such as Stanford University, Harvard University, and Johns Hopkins University are investigating the potential of psychedelic therapies, and preliminary findings are promising.

  • The FDA has awarded Breakthrough Therapy designation to certain psychedelic drugs showing significant preliminary improvements over existing treatments.

    • In 2025, Texas acknowledged this potential and initiated a research consortium to expedite ibogaine clinical trials and drug development.

ACHIEVING PATIENT OUTCOMES: President Trump has consistently focused on advancing medical treatment development to ensure that Americans and veterans dealing with complex, treatment-resistant, or incurable diseases and mental illnesses can access necessary care.

  • During his first term, President Trump championed and signed the Right to Try Act, enabling terminally ill patients to access potentially life-saving treatments under FDA review.
  • In addition, he signed an Executive Order to guarantee that all veterans have seamless access to high-quality mental healthcare and suicide prevention resources as they transition to civilian life, particularly during the critical first year when suicide rates are typically higher.
  • In 2025, President Trump enacted the HALT Fentanyl Act, significantly reforming research activities on controlled substances, including enhancing medical research processes for Schedule I substances, which will accelerate vital research on psychedelic drugs.
