ENHANCING UNDERSTANDING OF MEDICAL MARIJUANA AND CANNABIDIOL FOR PATIENTS AND PROVIDERS: In a noteworthy development today, President Donald J. Trump has signed an Executive Order aimed at advancing research into the medical applications of marijuana and cannabidiol (CBD), ultimately to provide better guidance for both patients and healthcare professionals.

  • The Executive Order mandates the Attorney General to hasten the process of reclassifying marijuana to Schedule III under the Controlled Substances Act (CSA).
  • The Order instructs the White House Deputy Chief of Staff for Legislative, Political, and Public Affairs to collaborate with Congress to facilitate American access to comprehensive full-spectrum CBD products, while still placing restrictions on those that pose significant health risks.
  • The Order directs the Department of Health and Human Services (HHS) to create research methodologies that leverage real-world evidence, thereby enhancing access to hemp-derived cannabinoid products in compliance with Federal law and shaping standards of care.

ELIMINATING RESEARCH OBSTACLES: The reclassification of marijuana is a significant step towards rectifying the long-standing federal oversight regarding the medical benefits of marijuana, paving the way for improved research into its safety and efficacy.

  • Currently, marijuana is classified as a Schedule I substance, which erroneously suggests it has no accepted medical use and carries a high potential for abuse, with no recognized safety for use under medical supervision.
  • Rescheduling marijuana to Schedule III aligns with HHS’s 2023 recommendation, marking a historic acknowledgment of marijuana’s accepted medical uses.
  • In the U.S., 40 states plus the District of Columbia have established state-sanctioned medical marijuana programs, and HHS reports that approximately 30,000 licensed healthcare providers can recommend marijuana for more than six million patients across at least 15 medical conditions.
  • The FDA has evaluated the medical applications of marijuana and found credible scientific evidence supporting its use in treating conditions such as anorexia linked to medical issues, nausea and vomiting, and pain.
    • Chronic pain affects nearly one in four adults in the U.S., with over one-third of seniors experiencing similar issues; notably, six out of ten medical marijuana users cite pain management as their primary reason for use.

    • Interestingly, one in ten seniors reported marijuana use in the past year, with evidence indicating enhancements in health-related quality of life and pain management attributed to medical marijuana.

  • Nonetheless, the scarcity of comprehensive research on medical marijuana and the corresponding absence of FDA approval leave both patients and healthcare providers struggling with insufficient guidance on prescribing and usage, particularly since just over half of older Americans using marijuana have consulted their healthcare providers about it.
  • Achieving Schedule III status will empower research initiatives to incorporate real-world data, allowing for assessments of health outcomes related to medical marijuana and legal CBD products, especially focusing on long-term health impacts on vulnerable groups like adolescents and young adults.

FACILITATING ACCESS TO CANNABIDIOL PRODUCTS: President Trump’s initiative is set to enhance research and knowledge surrounding hemp-derived cannabinoid products, thereby equipping patients and healthcare providers with critical information on their potential benefits in managing prevalent health issues.

  • While hemp-derived cannabinoid products, primarily CBD, are not classified as controlled substances under the CSA, the absence of a clear regulatory pathway from the FDA hampers product consistency and consumer protections.
  • These hemp-derived products have shown promise in alleviating symptoms associated with common ailments and are widely utilized by Americans.
    • One in five adults and nearly 15% of seniors reported using CBD within the past year.

    • Clinical studies have indicated that patients suffering from chronic pain have experienced relief through CBD usage.

  • The convoluted legal framework surrounding CBD products, particularly recent changes impacting full-spectrum CBD products, leaves patients and healthcare providers in a precarious position due to inadequate guidance and product safety measures.
  • There is a pressing need for legislative solutions and innovative research methodologies to enhance access and establish standards of care. This Administration is dedicated to acting swiftly to clarify regulations and improve accessibility as appropriate.

FULFILLING COMMITMENTS TO ENHANCE HEALTHCARE FOR ALL AMERICANS: President Trump is steadfast in his commitment to ensuring that our seniors, veterans, and all citizens have access to the most effective medical treatments and research frameworks available globally.

  • The President has unveiled five agreements with major pharmaceutical companies to align drug prices with those in other developed countries, promising significant cost relief on numerous medications for millions of Americans.
  • In February, he signed an Executive Order ensuring that patients receive clear and accurate pricing information prior to receiving care.
  • In April, the HHS and the FDA announced initiatives to eliminate all petroleum-based synthetic dyes from the food supply, marking a step toward healthier food options.
