UNVEILING THE GREAT AMERICAN RECOVERY INITIATIVE: In a decisive move, President Donald J. Trump has enacted an Executive Order that establishes the White House Great American Recovery Initiative. This initiative aims to unify national efforts against the pervasive issue of addiction, engaging various sectors including government, healthcare, faith communities, and the private sector with the goal of saving lives, restoring families, and bolstering community strength as part of what he envisions as the Great American Recovery.

  • The Executive Order formally launches the Initiative, which will be co-chaired by the Secretary of Health and Human Services alongside the Senior Advisor for Addiction Recovery.

    • The Initiative will also include an executive director, cabinet secretaries, and senior administration leaders, many of whom have personal connections to the addiction crisis and a commitment to ensuring that Americans receive the necessary support.

  • The Order outlines the following directives for the Initiative:
    • Propose essential actions to streamline the Federal Government’s approach to the addiction crisis, ensuring better alignment of relevant programs, establishing clear goals, and providing transparent, data-driven updates to the public on progress toward these goals;
    • Enhance awareness around addiction as a disease, facilitate access to treatment, and nurture a culture that honors recovery;
    • Guide agencies in implementing programs that fuse prevention, early intervention, treatment, recovery support, and re-entry;
    • Consult on directing suitable grants aimed at bolstering addiction recovery, with an emphasis on prevention, treatment, and long-term resilience;

    • Engage with states, tribal nations, local jurisdictions, community-based organizations, faith-based groups, the private sector, and philanthropic entities to devise effective strategies that ensure more Americans obtain the treatment they require and celebrate those in recovery.

PROGRESSING IN THE FIGHT AGAINST ADDICTION: The disease of addiction, clinically known as substance use disorder, is a crisis that permeates families in every corner of our country.

  • As a chronic but treatable illness, addiction has relapse rates comparable to other chronic diseases.
  • Currently, approximately 48.4 million Americans—or 16.8% of the population—struggle with addiction, yet a significant number do not receive or even recognize their need for treatment.
  • Among the 40.7 million adults with a substance use disorder in 2024 who did not pursue treatment, an astonishing 95.6% (around 38.1 million individuals) did not believe they needed help.
  • The ramifications of addiction extend beyond individual health, contributing to decreased workforce participation, escalating healthcare costs, homelessness, family disintegration, and lost productivity, which collectively cost the United States hundreds of billions of dollars annually.
  • A robust framework for addiction treatment should align with strategies used for other chronic diseases, emphasizing evidence-based care, scientific innovation, continuous support, and community involvement.

FULFILLING COMMITMENTS TO TACKLE THE ADDICTION CRISIS: President Trump remains steadfast in his resolve to eradicate the addiction crisis and guarantee that every American has access to the help they need.

  • He has endorsed the SUPPORT Patients and Communities Reauthorization Act of 2025, which fortifies federal programs addressing substance use disorders, overdoses, and mental health issues.
  • His administration has aggressively combated the influx of dangerous drugs into the United States, driven by a determination to mitigate the devastation wrought by illicit narcotics crossing the borders.
  • He enacted the HALT Fentanyl Act, which permanently categorizes Fentanyl-related substances under Schedule I of the Controlled Substances Act.
  • The administration is dedicated to preventing drug use before it begins, enhancing treatment pathways leading to long-term recovery, and advancing research and data to bolster effective drug control measures.
  • These initiatives build upon significant actions taken during President Trump’s first term, including:
    • Declaring the opioid crisis a nationwide public health emergency.
    • Enacting the SUPPORT for Patients and Communities Act, the largest legislative effort to combat a drug crisis in U.S. history.
    • Launching the Initiative to Stop Opioid Abuse to address the multifaceted causes fueling the drug crisis.
    • Signing the CRIB Act, which enables Medicaid to assist mothers and their newborns who are born dependent on opioids by funding their care in residential pediatric recovery facilities.
    • Distributing $1 billion in grants dedicated to addiction prevention and treatment.
    • Introducing the Safer Prescriber Plan to reduce the number of opioid prescriptions.
    • Expanding access to medication-assisted treatment and life-saving Naloxone.
    • Launching FindTreatment.gov, a resource designed to help individuals locate assistance for substance use issues.

    • Authorizing 29 state Medicaid demonstrations to enhance access to treatment for opioid use disorders, including flexibility for covering inpatient and residential care.
