PUTTING OUR WARFIGHTERS FIRST:

Today, President Donald J. Trump has taken a significant step by signing an Executive Order aimed at reshaping the priorities of defense contractors. The new directive emphasizes that stock buybacks and excessive corporate distributions should not come at the expense of production capacity, innovation, and the timely delivery of critical resources for America’s military.

  • The Order mandates the Secretary of War to pinpoint defense contractors that are lagging in performance, failing to invest adequately in production capabilities, or neglecting U.S. government contracts. This includes those who prioritize shareholder payouts over crucial military needs.
  • Contractors identified as underperforming will have the chance to present a remediation plan to the Secretary of War. Should the Secretary find the plan lacking, or if discussions do not yield resolution, they can take immediate action, including amending contracts, invoking the Defense Production Act, or employing other contract enforcement options.
  • Future contracts will explicitly prohibit stock buybacks and corporate distributions during periods of underperformance, ensuring that resources are directed toward fulfilling military obligations.
  • The Secretary will also have the authority to cap executive salaries at current levels (with inflation adjustments) for contractors deemed underperforming while ensuring that executive incentives are closely aligned with the needs of the warfighter.
  • Moreover, incentive compensation in future contracts will be linked to metrics like on-time delivery and increased production rather than short-term financial gains.

  • The Order instructs the Secretary of War, alongside the Secretaries of State and Commerce, to weigh the possibility of halting advocacy efforts or denying new cases for underperforming contractors vying for international military sales.
  • Additionally, the Chairman of the Securities and Exchange Commission is directed to reconsider the safe-harbor protections currently enjoyed by these underperforming defense contractors.

ENSURING OUR CONTRACTORS DO THEIR BEST FOR THE GOVERNMENT:

As both the Chief Executive and Commander in Chief, President Trump is committed to holding defense contractors accountable to guarantee that the U.S. military remains the most formidable force globally.

  • For years, many defense contractors have misaligned their priorities, opting to favor investor returns over the essential needs of our nation’s warfighters.
  • These companies have funneled billions into stock buybacks and excessive dividends while neglecting critical weapon systems and production schedules.
  • Some have pursued more lucrative contracts at the expense of fulfilling existing obligations, sacrificing innovation and timely production for shareholder appeasement. As a result, our troops are left without the necessary equipment.
  • This troubling trend undermines military readiness, delays critical capabilities, and ultimately betrays the American populace who finance the defense budget.
  • While the United States produces top-tier military equipment, it often fails to manufacture it promptly to meet the urgent needs of both our military and international allies. In these perilous times, it is essential that defense contractors adhere to the highest standards to ensure timely and high-quality deliveries that support our national interests.
  • Every company deserves to reap the benefits of sound investment and diligence, yet America’s defense industry bears the responsibility of ensuring that our warfighters receive the best equipment and weapons available—these goals should not be seen as mutually exclusive.

PRIORITIZING U.S. NATIONAL SECURITY:

President Trump has consistently prioritized the needs of warfighters and demanded accountability across all sectors of the defense apparatus.

  • The President has successfully eliminated wasteful expenditures, ensuring that every dollar allocated to defense enhances lethality and readiness.
  • He signed an Executive Order aimed at modernizing defense acquisitions to foster innovation while cutting through bureaucratic red tape that has historically stymied progress.
  • Additionally, he has mandated the Department of Defense to update medical standards to better prioritize combat readiness and lethality.
