SECURING THE BEST AI IN THE WORLD FOR AMERICA’S DEFENDERS: Today, President Donald J. Trump signed a National Security Presidential Memorandum focusing on Artificial Intelligence (AI) within the National Security Enterprise. This initiative aims to equip America’s military and intelligence personnel with the most advanced, secure, and reliable AI systems, ensuring their responsible application.

  • The memorandum instructs the national security enterprise to hasten AI adoption to satisfy growing demands, integrate top commercial and open-source technologies for mission-critical uses, and ensure that deployed systems remain robust, steerable, and controllable, maintaining accountability within the Constitutional chain of command.
  • To enhance national security capabilities, the memorandum calls for the swift integration of cutting-edge AI models from various vendors, the development of next-generation high-security computing facilities to operate future AI systems at scale, and the strengthening of the talent pipeline, including the creation of an AI National Security Strategic Reserve comprised of leading non-governmental experts.
  • The memorandum mandates the Secretary of War to update directives on weapon system autonomy and calls for an annual review of key guidance across the national security enterprise to align with the swiftly advancing AI frontier.
  • Departments and agencies are directed to ensure that no entity, commercial or otherwise, can disable, degrade, or alter an AI system relied upon by American warfighters without prior approval.
