Ensuring the Future of College Sports: Today, President Donald J. Trump signed an Executive Order to safeguard the distinctive American tradition of college athletics by reinstating order, fairness, and stability.

  • The Order tasks Federal agencies with strengthening key college sports regulations on transfers, eligibility, and pay-for-play by assessing whether violations of these rules disqualify a university from receiving Federal grants and contracts.
  • Additionally, the Order urges the relevant governing body to revise these regulations to ensure financial stability and secure the future of all college sports, including women’s and Olympic sports by:
    • creating clear, consistent, and fair eligibility restrictions, featuring a five-year participation limit;
    • implementing structured transfer rules to maintain academic and athletic continuity;
    • providing medical care for student-athletes;
    • initiating revenue-sharing that protects and enhances opportunities in women’s and Olympic sports;
    • prohibiting improper financial deals such as pay-for-play agreements facilitated by collectives and similar entities; and

    • establishing safeguards against unethical agent behavior.

  • The Order instructs the Administrator of General Services and the Department of Education to enhance data collection across college athletics to ensure compliance.
  • The Order directs the Chairman of the Federal Trade Commission and the Attorney General to implement suitable enforcement measures.
  • The Order also urges Congress to swiftly pass legislation to tackle these pressing issues.

    • College athletics support over 500,000 student-athletes with nearly $4 billion in scholarships annually, contributing to the development of America’s future leaders, stimulating local economies, and shaping national culture.

    • The collegiate athletic system contributed 75 percent of the 2024 U.S. Olympic Team and has produced numerous business and civic leaders.

  • However, the future of college sports, particularly women’s and Olympic sports, faces significant threats due to lawsuits that have weakened regulations and initiated a financial arms race that could force many university athletic programs to close.
  • College sports cannot operate without clear, universally accepted rules regarding pay-for-play and player eligibility that are not subject to endless legal challenges, as is currently the case.
  • This turmoil is creating financial strains that could deplete resources from all sports except football and basketball and from many universities entirely.
