The Trump Administration has set its sights on leading the global race in artificial intelligence (AI) to foster a new era of human progress, economic strength, and national security for Americans. To achieve these ambitions, a sensible national policy framework is essential. This framework must support American industry in its innovation efforts while ensuring that all citizens benefit from the technological advancements.

The Administration acknowledges that many Americans are uncertain about the impact of AI on matters they care about, such as their children’s safety or household expenses. Addressing these concerns and other emerging AI policy issues requires decisive Federal leadership to build public trust in the development and application of AI technologies in everyday life.

Demonstrating such leadership, the Trump Administration has introduced a comprehensive national legislative framework to tackle the most urgent AI-related policy challenges. This framework is built around six foundational objectives:

  1. Protecting Children and Empowering Parents: The Administration believes parents should be equipped to manage their children’s digital lives. It is urging Congress to provide tools like account controls to safeguard children’s privacy and regulate device usage. Additionally, AI platforms accessible to minors should incorporate features to minimize risks such as sexual exploitation and self-harm.
  2. Safeguarding and Strengthening American Communities: AI should bolster communities and small businesses through economic growth and energy leadership. The Administration argues that consumers should not bear the cost of data centers, advocating for streamlined permitting to enable on-site power generation, thereby improving grid reliability. It also calls for enhanced Federal capabilities to counter AI-driven scams and address national security threats.
  3. Respecting Intellectual Property Rights and Supporting Creators: The Administration emphasizes the importance of respecting the creative works and identities of American innovators in the AI age. It proposes an approach that balances the need for AI systems to learn from their environment while protecting the creative contributions that drive national progress.
  4. Preventing Censorship and Protecting Free Speech: The Federal government is committed to defending free speech and First Amendment rights, ensuring that AI systems are not employed to suppress lawful political expression. The Administration suggests implementing safeguards to allow AI to seek truth and accuracy without constraints.
  5. Enabling Innovation and Ensuring American AI Dominance: The Administration urges Congress to eliminate outdated barriers to innovation, promote the rapid deployment of AI across industries, and provide broad access to necessary testing environments for developing world-class AI systems.
  6. Educating Americans and Developing an AI-Ready Workforce: To enable American workers to benefit from AI-driven growth, the Administration is advocating for enhanced workforce development and skills training programs. This will expand opportunities in various sectors and create new jobs in an AI-driven economy.

For this framework to be successful, it must be implemented consistently across the nation. A patchwork of different state laws could hinder American innovation and the country’s leadership in the global AI competition.

The Federal government is in a unique position to establish a cohesive national policy that allows the U.S. to lead the AI race and deliver its advantages to the population, while effectively managing the accompanying challenges. The Administration is eager to collaborate with Congress to transform this framework into legislation for the President’s approval.
