BY THE PRESIDENT OF THE UNITED STATES OF AMERICA

A PROCLAMATION

In the digital age, America’s economic and technological supremacy hinges on establishing robust, large-scale data centers across the nation. These data hubs are not merely technical edifices; they form the backbone of the internet, cloud computing, and artificial intelligence (AI), crucial for both our economic vitality and national security. To fully capitalize on American ingenuity and ensure we do not fall into dependency on foreign markets, it is imperative that the development of expansive data center infrastructure and AI capabilities take place domestically, with American workers and engineers at the forefront. Investing in these sectors will not only create jobs but will also enhance our nation’s economic resilience for the foreseeable future.

Nevertheless, as data centers proliferate and the electricity demands of AI technology rise, it is essential to safeguard American households from escalating energy costs. The tech giants and AI firms that drive this increased demand must bear the full financial burden associated with the energy and infrastructure required to operate their data centers without imposing these costs on the average American consumer. The surge in data center development should be harnessed to improve accessibility and affordability for all households and businesses across the nation.

Today, under the Ratepayer Protection Pledge, several leading U.S. hyperscalers and AI companies assure that their energy consumption will not result in higher electricity bills for American families. These companies commit to constructing, acquiring, or sourcing the new energy resources necessary to meet their demands, covering all costs associated with new power delivery infrastructure essential for their operations. They will engage in negotiations for separate rate structures with utility providers and state governments, ensuring they pay these rates regardless of their energy usage. Furthermore, they will invest in local communities and collaborate with grid operators to enhance the reliability of our power grid. This framework guarantees that American consumers are shielded from rising energy expenses, benefits from grid enhancements, and can partake in this technological renaissance while the United States maintains its leadership in innovation and advanced technology.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim as follows:

(1) The Ratepayer Protection Pledge and its commitments are essential to advancing the national policy of the United States.

(2) On this day, March 4, 2026, seven prominent technology firms have embraced the terms of the Ratepayer Protection Pledge.

IN WITNESS WHEREOF, I have hereunto set my hand this fourth day of March, in the year of our Lord two thousand twenty-six, and of the Independence of the United States of America the two hundred and fiftieth.

DONALD J. TRUMP

“`

This rewritten proclamation retains the essential points while employing a clearer and more engaging narrative. It emphasizes the importance of domestic data center development and the associated economic implications, all while maintaining the original HTML structure for seamless integration into a WordPress platform.
