This was notably timed just hours before President Donald Trump sidelined Bovino, revealing the party’s frantic attempt to recalibrate its narrative surrounding the Minneapolis incident.

The memo, which surfaced on Monday afternoon through POLITICO, urged Republican representatives to direct blame for the shooting towards Democrats, accusing them of “inciting protestors to attack and aggressively confront law enforcement in Minneapolis.” It also included a controversial retelling of events from administration officials, featuring Bovino’s assertion that Pretti, a U.S. citizen, allegedly sought to inflict maximal damage on law enforcement. However, this account has been challenged by eyewitness footage and investigative reports from reputable sources like The New York Times and the Wall Street Journal.

In a striking example of cognitive dissonance, the RNC memo claimed, “Agents attempted to disarm the individual as he violently resisted. Fearing for his life and the lives and safety of fellow officers, a Border Patrol agent fired defensive shots.” Yet, video evidence from the scene appears to contradict this narrative.

The swift pivot from promoting Bovino’s narrative to his abrupt removal from command illustrates the Republicans’ desperation to manage the fallout from the shooting incident. A notable segment of GOP lawmakers have called for an official investigation, signaling a rare divergence from the typically unwavering support for Trump.

Immediately after the incident on Saturday, high-profile officials, including Department of Homeland Security Secretary Kristi Noem, branded Pretti—a 37-year-old nurse—a “domestic terrorist.” However, by the evening, Trump’s tone shifted to a more cautious stance, avoiding direct endorsement of the officer’s actions and announcing that his administration would “review everything” related to the shooting during an interview with the Wall Street Journal.

In a strategic move, Trump announced that border czar Tom Homan would oversee the immigration operation in Minneapolis, implying a recognition that the DHS leadership had mishandled the situation. Shortly after, Bovino was ousted from his commanding role, as reported by The Atlantic.

Kiersten Pels, an RNC spokesperson, did not confirm the memo’s authenticity but echoed its sentiments, claiming, “Democrats incited this violence by encouraging protesters to confront law enforcement.” She stated that while President Trump and Republicans support law enforcement, Democrats are allegedly undermining public safety.

Amid these developments, Trump’s approval rating on immigration has plummeted, with only 39% of Americans expressing satisfaction with his handling of the issue, according to a recent Reuters/Ipsos poll. The Minneapolis shooting, coming on the heels of another fatal incident earlier in the month, has intensified scrutiny of the administration’s immigration policies.

In response, Senate Democrats have pledged to oppose funding for DHS unless amendments are made to impose stricter oversight on the agency, with the RNC’s memo also highlighting the looming threat of a partial government shutdown.
