A potential disciplinary action looms for a Regional Transportation District (RTD) director following a scathing assessment by the chair of the 15-member board overseeing the agency. The chair, Julien Bouquet, deemed the official’s behavior as “unprofessional and demeaning” towards staff members and a fellow director.

In a letter dated May 30, Bouquet informed JoyAnn Ruscha of the possibility of disciplinary action, citing concerns raised by eight board members representing districts across RTD’s service area. The tension between Ruscha and some board members appears to stem from differences in style and perceptions related to Ruscha’s advocacy for equity issues and front-line employees.

Ruscha, in response to the allegations, defended their actions as a reflection of differing perspectives crucial for healthy governance and democracy. The board chair has not disclosed a timeline for announcing any sanctions against Ruscha, pending a formal response from the director.

Potential disciplinary actions outlined in the board’s bylaws include removal from committee chair positions, reduced travel expenses, or expulsion recommendations to the full board. RTD has seldom witnessed board member discipline, with the last such instance dating back over 25 years.

Bouquet’s concerns revolve around Ruscha’s communication with board office staff and directors, effectiveness as committee chair, and alleged disregard for open-meetings laws. Ruscha, while acknowledging differences in policy views, refuted Bouquet’s characterization of their conduct, labeling it as a matter of interpretation.

The dispute escalated following a complaint letter signed by eight directors, prompting an investigation into Ruscha’s conduct. Some board members expressed disappointment in Ruscha’s behavior, citing a need for professionalism and decorum among directors.

Despite differing opinions on Ruscha’s approach, some directors commended their dedication to equity issues and advocacy. The ongoing conflict underscores the challenges of collaboration and communication within the RTD board.

As the situation unfolds, the board chair’s decision on potential disciplinary measures against Ruscha remains pending, with stakeholders emphasizing the importance of maintaining professionalism and respect among board members.
